Federal agency to fight terror - a model

Hi, I'm proposing one of the many possible models/prototype of the much discussed Federal Agency to deal with Organized crimes of national/international importance like terrorism. FEDERAL COUNTER ORGANIZED CRIME BUREAU OF INDIA ORGANIZATIONAL AIM: 1. To prevent and investigate Organized crimes of great public importance involving national and international ramifications like terrorism, narco-smuggling, etc. 2. To tackle any kind of terrorist attack involving general public en masse 3. Develop operational intelligence 4. To deal with hostage crisis situations and to undertake civilian rescue mission 5. To keep liaison with state anti-terror task forces ( SPECIAL CELL IN DELHI, ATS IN MUMBAI, STF IN U.P, SOG IN J&K etc) and Interpol LEGAL FRAMEWORK: * Appropriate amendment in the Constitution of India (Seventh Schedule & Article 355) to enable this specialized agency to intervene in any crisis situation arising in any State....
