Job losers Vs Budget

When taking in to consideration of "SLOW DOWN" people like me who has qualification and more years of experience (20 years) and last job twice (including Current), what is Government's plan for people those who last lost their jobs?

Please note that during this tenure I paid tax ~ 40k/ year

So,
1) Why not let the government gives us exemption (full) from paying tax, when no income we have during this period.
2) Also when we have loans like Housing, Car there should be a "Leave period" given to us till we get another job.
And there should not be any penalty of interest for not paying dues for this period till we get settled.
As long as we pay our tax when we earn, why not the government should implement the above 2 suggestions when we lose our jobs?
