BED OF ROSES...!!
Come Budget day and all the economists of the land embark upon voicing their post-mortem skills on an essentially 'White Paper' of the Government in power ;the incumbent Minister in-charge of the Finance -portifolio grins and takes credit for the masterpiece 'presented' to the Nation's Citizenry...All and sundry begin to dissect upon the pros and cons of the budgetary-proposals and of the ifs and buts of implementation of the announced 'reliefs','changes' and 'measures'...!!
So,today's Parliamentary-Session was no exception to this trend in general behavioural attitudes of either the Treasury-Benches nor those seated in the Opposition side of the Lok Sabha .Certainly,it is no 'open-secret' that a select group of elite officials,intellectuals and truly dedicated Econmists,Planners and Policy-makers are closeted in the formulation,drawing up and finalizing of a 'Budget' atleast a fortnight in advance - and cut away from the outside 'everyday-world' so as to help ensure maintenance of its Secrecy and other Confidential-clauses [as even a layman would know, black-marketeers and such other anti-social elements would reap a harvest in the pre-Budget days if ever a crucial leak was accessed by them]...!!
Budget is an important reflection of any Government's thinking-pattern ,work-style and path of progress but is not the be-all and end-all indicator of it's Policies ,Programmes and Road-map.Hence and therefore ,it would be ' shabby' to comment adversely on such a Budget in the age of the Great World Recession and 'impetuous' to cry hoarse about its virtues ,if patently visible to the discerning.Likewise, it is not an attractive proposition to lecture forth upon the nitty-gritty of the Budget to such a 'light-hearted' readership of all-knowing learned folk.
I shall therefore rest with asking the common man to note the raised limit for tax-exemption to men,women and senior-citizens,respectively and to note the withdrawal of the tax-surcharge ,the Fringe-Benefit Tax and the Commodity-Transaction Tax.
Do not form your opinion based upon news-reports of the 'reactions' of either the Reds or the likes of Lalooprasad,Devegouda or Abdullah.Just go out and check out on the new simplified format of the Saral-forms,file your Income-tax and collect any tax-refund due and receivable to your good self,from the Income-Tax Department.
A tip in the passing friends : the Law does NOT say that 'tax-avoidance' is an offence ; it however clearly lays down that 'Tax-evasion' is a punishable crime.So , plan your earnings,investments and portfolio in such a manner as to ensure the maximum optimization of your sweat,blood and joy...Do NOT be bothered about the revival of the divestment-plans of large State Bodies or what all those Speculators of the Stock-Exchanges or the abettors of bettors under the friendly neighbourhood tamarind-tree or those sipping Scotch Whisky in the Bar of the Swankiest 5-Star Hotel are adopting as their way to circumvent the ever-prevalant loopholes and lacunae in any populist,mass-oriented Budgetary-Paper.
Buck up and save your bucks lest the bed-bugs gnaw away at all that 'black-money' hidden under the cot ...Or ,the tax-man saws at the gums of your mouth in a water-tight 'demand-notice'...Or, the spouse goes a-shopping at Harrods in London or maybe at C.P.in New Delhi to start with...maybe..So,On Your Marks,Get Set ,Go...!
