i am a contractor by profession, i have been fighting against coprruption prevailing in the engineering wing of the J&K State , which has already been declare as no 2. most corrupt state of the country, for the last so many years as a gen. Sect. of the contractors association of the State. We have brought this in the notice of Works Minister & Commissioner Secretary Works PWD but in vain.
I have also brought in the notice of Honb'le Chief Minister of the State and asked him to formulate a transfer policy in the works dept. as most of the engineers in the department are serving in the same division for the last so many years, The CM sahib assured us that he will immediately formulate a transfer policy but after the passing of 15 months no transfer policy has been formulated & engineers are contiuing the loot in the works dept.At present only 20 to 30 Rupees out of hundred are being spent and the balance 70 to 80% of the the funds are being misappropriated. though the as per the delegation of financials powers the Executive Engineers is athorised to Execute works amounting to Rs. 20000,(wothout inviting tenders0 & maximum 10 works amounting to Rs. 200000, and that of emergency nature of work(emergecy means natural calamity, breach of canal, and visit of VVIP visit. but on the contrary every Executive engineer of the State are Executing the works amounting to five to six crores every year without inviting tenders, which is the clear violation of the laid codal formalities. and we are sure that The State will definately become no 1 corrupt State of the country.
Now i am feeling helpless as today i have been told by the vigilance Commissioner of the State that these are called the financial irregularities and VOJ cant register an FIR against theis type crime it does not comne under the perview of criminal act.These are the words of the most honest Vigilance Commissioner of the State we have ever seen.
let me knw what to do in future to fight against corruptio in the system.

All MP/MLA 's should be sign in MoU stating that they will handover 75% of the total movable and immovable property to the govt, if they filed tax list to Election Commission at the time of appointing found to be false. IT department should verify the same for all the family members. MP / MLA should also file their IT returns at the time of reliving their post. If found mismatched these action to be taken against them.

All MP and MLA's should undergo entrance test and particularly those who hold the cabinet post.

All of us are entitled to live in an environment free from pollution. Under the recently enacted Environment Protection Act 1986, the Government does have the power to curb noise pollution; rules have been framed for enforcing this aspect of the Act in 1989.

As we are aware, Nashik â€\" the pilgrim centre and one of the most developing cities in Maharashtra, as per recent IIT Study became most polluted city in Maharashtra. Our Govt. and NGO’s who are working for a polluted free atmosphere around the state is taking up the issues related to environmental problems causing hazardous life to the citizen living in the State.

One of the causes we have taken up is the noise pollution in Nashik. Numbers of NGO’s are working to control and educate the people in this regard. However, people are expecting that various departments of State and Local administration will come out to help the citizen and solve their problems which are at least specifically mentioned to them.

Causes of Noise Pollution, particularly in the residential colony is increasing in Maharashtra, particularly in cities like Nashik, because of the local administrations lack of timely intervention and taking actions against the polluters.

One Glass Company in Tagore Nagar at Nashik Road, is one of the classic examples we can point out from Nashik District. Inspite of collective memorandum and applications forwarded to various local authorities and pollution department in Nashik as well as its departmental heads at Mumbai, even though the polluter minimized its operation in his own place, his noise polluted works are still continuing in the area. Inspite of several reminders and requests made by the people in the area to the shop owner as well as the authorities, the noisy labor works of this unit is going on in full swing by defying the instructions given by the Hon’ble Municipal Corporation to them and expanded their noisy labor works operation by shifting a small shop opposite to this unit under the banner ‘Infoline’.

This glass centre unit is engaged labour type activities in residential area under the name of normal shop. The noise level coming out of the operation is unbearable, causing tremendous difficulties for the people residing in the area. They had asked authorities to order immediate stoppage of the operation of this unit and ask them to shift their industrial types of labor activities in any industrial area adjacent to Satpur, Sinnar or Ambad. But inspite of their repeated requests, shop owner expanded his activities by taking rented building adjacent to the shop and doing their labor activities in full swing.

NO action against Shop!

People had expected that concerned authorities will take action against all types of noise polluted units operating in the residential area and combined operations will be launched by the authorities such as Maharashtra State Pollution Control Board, District Collectorate, Shops and Establishment office, Maharashtra State Electricity Board, Local Municipal Corporation, State Co-operative Housing Societies etc

As everybody knows that extra and continuous large noise is harmful for the health of citizen like : Rupture of the eardrum, Deafness, Cardiac and Cardiovascular changes, Stress and fatigue, Sleep disturbance and headache, Insomnia and other adverse effects, Lack of concentration, Raised reaction time, Effect of noise pollution during pregnancy on progeny, Disturbance in children’s studies etc. etc. It also causes high blood pressure related illness besides sleeplessness and mental irritation. Release of toxic fumes exacerbates respiratory conditions such as bronchial asthma, bronchitis and emphysema, all leading to serious respiratory failure. Govt. of India and State Governments have enough power and rules to curb and control the noise pollution in any parts of the country and give punishment to the culprits who are continuously violating the environmental laws of the country.

Encroachment too!!

People understand that this Glass Unit which is operating at present from a small shop; but they have encroached its entire open space and doubled their operating place thereby made it as a big small scale type of unit. People do not here understand how local administration allowed them to make this additional temporary shed in the open space as well as adjacent to the shop resulting the blockage of open area and open air which was supposed to flow in. We expect that Local Municipal Corporations Anti Encroachment Department will look into the matter and take necessary action on this by checking the shop and its additional constructions made by the shop owner without written permission from Local Municipal Corporation.

What people expect from the local and government authorities that even though it is a shop and can be run shop activities, it cannot be given permission to use it to operate as an industrial type small scale unit! Therefore, additional structures made out by the shop owner to be demolished as well as the noise type of entire operation in the shop and in the shop opposite to the building taken by this shop owner to be stopped forthwith.

I am Ninad Phatarpekar, a proud citizen of India. I have been staying in Mumbai for the past 26 yrs i.e. since birth and I am very habitual about how the system works here. I am aware of how to converse when a cop approaches you, how to bribe him and etc etc. However, as I grew up I realized the consequences of corruption and started working against it. But the system is so much corrupt that even simple things can't be gained without bribing.

Recently, I was caught by a traffic police for not wearing a helmet. I instantly offered him my license, apologized for not wearing the same and agreed to pay the requisite fine i.e. Rs 100. However, he asked me deposit my license and pay the fine at the respective police station. I agreed to that and took a receipt from him. I read the receipt and it was mentioned clearly that I should collect my license from the court at the given date. I asked him whether I will be able to collect the license from the police station instead of going to the court. He responded affirmatively and so I went to the police station for receiving the same. They denied giving me the license as it was written in a very fine print (that too stamped) that I should collect the license from the police station. I was surprised as well as amazed. Still I continued my persistence of not paying the bribe and collecting the license from the court.

I went to the court on the given date and was denied me the license saying that they havent received the license and I should collect the same from worli office. The only reason was I wasnt ready to pay him the bribe. I really wish the person in the court should be penalized for taking bribes for no good reason.

I am still continuing my struggle and I will NOT pay the bribe no matter what it takes. And I request everyone to refrain from paying bribes. Its a pain to follow the right path but the satisfaction which I will get on sucessful completion will be amazing. I am waiting for that satisfaction.

Caught them taking bribe on video and handed over the C D TO vigilace DY COMM. Tpt sh Joginder sharma who rebuked with the letter that C D contains nothing. Thereafter I reproduced the C D to him and to C V C AT SATARKTA VIBHAG my complaint was regestered at cvc 1805 since month Now I am threatend by the Goons for withdrawing the complant and I live in the mercy of almighty GOD to give me strength to fight back the pressure and offers to buy back the truth.
