Ruchika Girhotra, a 14-year-old tennis player, was molested by then Haryana police IG in Panchkula in 1990. Three years later, Ruchika killed herself, which her friend and case witness Aradhana attributes to the harassment of Ruchika and her family by those in power.

This Kind Of Bloody Ex-Govt slaves only knows how to take the advantage of others,even if it comes to their mother n sister's also they will not step back to do such a Shamefull act .. Indian Govt & is laws are alwys known for its Strict Discipline and culture, but People like Rathore are not only shame for his family but also shame for our Pride Country INDIA. 6 Months Of Jail is too less for him,he should hv been given punishment to such an extent that a person like Rathore will think 1000 times to commit such an act. Rathore if i would have been the judge in the CBI court at the day i would hv given a punishment to HANG YOU IN PUBLIC.

A citizens manifesto is needed in our country,we cant trust these people to protect us:
1) We need a statement from Manmohan Singh on this issue.
Mr Singh the Maoists are competing with the state and providing faster justice.In the age of capitalism you give inefficient "customer service" in exchange of peoples support.
2)Close down the police station where Ashu's torture occured and dismiss every officer who participated in it from service.
3)Om Prakash Chautala -gave us "Meham " the lexicon for booth capturing how can he respect democracy.Voters should be asked if they want to vote for him who defended a child molester.
4)Allow the state to be sued for millions of rupees for the damages to the lives of Girothra's.
5)Amend 150 year old laws and bring effective ones to tackle child abuse.
6)Remember that the chinese communist party too is extremely nervous about the mass public discontent (they dont need to go for elections too!) and are reforming
Dont compete with Sieera Lione and Sudan but CHINA dear leaders!!
7) REFORM THE POLICE !!!You cant sit on it indefinitely.
8) Name and shame all the people involved.sacred school authorities, police SHO’s,bureaucrats,politicians etc
9) Enforce a social boycott on the perpetrators family.

It is also possible to punish people outside of the judicial system and still within the legal bounds, provided that the society to ready to take such steps. This can set up an example for the judicial system to not provide unfair advantages to the rich and the politically connected. For example,
1. Put sign outside in the neighborhood publicizing that a sex offendor lives here.
2. Media to investigate into other deeds of such people. They usually don't stop after their first offence - usually have a history of such offences.
3. Deny him typical social needs of the society wherever possible.
4. Put banners/stickers on their own vehicles denouncing the guy. People have the right to denouncing the activities of the man on their own property - Free Speech
5. Lawyers to stage a protest in front of the court etc.

CRIMINAL JUSTICE SYSTEM
â€\" A System that ensures justice to criminals.
IPS is synonymous with unrestrained power. They are the real cause behind the disgusting and appalling condition our police force is. They actually use political pressure as an alibi for their misdeeds.
SPS Rathore molested a 14 year old. Drove her to suicide. Harassed her hapless family. Still got promotions and presided over the crime prevention system as the DGP. The Home Minister and the Home Secretary who cleared his promotion are equally culpable.
In another case an IPS Inspector General currently serving in BSF got promoted as Additional DG recently despite having a similar case of driving a BSF officer to suicide, registered against him. Again the Home Secretary who has cleared his file is responsible. The fact is that IAS and IPS are powerful lobbies and consider themselves as kings of the country and not as servants and are busy scratching each others backs, protecting each other.
The BSF IG in question has himself been instrumental in withholding promotion of a junior level BSF officer who had a case against him in Bengal of manhandling some suspected smugglers. IPS can literally get away with murder.
In paramilitary forces these people along with officials of Home Ministry deny promotions to dedicated and honest officers and men who fight militants in Kashmir and North East and will now face the guns of the Maoists because of reasons such as incomplete tenure, hypertension, diabetes and other illnesses which are beyond human control. The rules and policies are continently used as a cover for doing this injustice.
The combination of IAS and IPS, two sides of the same coin are more dangerous than Pak trained militants as one of the panelists on one of the TV shows stated. We are today debating the injustice done in the case of Ruchika, have been doing so in the case of Jessica Lal, Priyadarshni Matoo and Nitish Katara and will keep on doing so after ten years, 20 years if this nexus between the IPS and the IAS is not broken.
And, by the way, what was an IG police doing as the President of a Lawn Tennis Association? These predators are every where; in sports associations, in IB, in RAW, in CBI, every where. They only operate to help each other out in these times of discomfort. They are the fundamental cause for this Maoist problem and for any such rebellion.
The statement of Ms Kiran Bedi an acclaimed police officer, one of the very few honest police officers, that this country has no rule of law, summarises the state of affairs aptly. India has failed its own people as a democracy. Let’s hand over the reigns to the Maoists for some time. Perhaps that will make some difference for the good.

I think it is not court's fault. Judges can not give judgement on watching it over TV. Judges give verdict on behalf of evidence. It is Haryana police mistake that it did not produce evidence. Now what should be future course of action in this case?
1) Media Press as well as Print should make pressure on Poltician to do needful. They should ask to Smt. Sonia Gandhi to interfere in matter and ask Haryana CM to interrupt in this.As haryana has congress govt. Haryana Govt. should open file of Police Official those register false cases against Ashu(Ruchika Brother). They should be brought under scanner. There Pension should be blocked and investigate under whose influnce they registered such false car theft cases.
This is responsibility of Haryana Govt. to bring Justice. If Smt.Sonia Gandhi would ask to Haryana CM then definitely this case will get justice.We common people didnot have access to UPA Chairperson but Media have access to Smt. Sonia Gandhi Ji.
If Central Govt. would take interest than definitely culprit Rathor and other Police Official will get punishment. As earlier said judges have not fault, think if law saya that for a particular crime there can be fine of Max. Rs. 1000 then how can a judge make it Rs 5000.
Now thing is Law minister should change Law, bring amendment, reform in child abuse/molestation law. So that judges found there hands open while giving verdict.

Re-Open? Fast Track? if normal speed is 19 years what will be fast? First put that cop in the jail (I will advise Bihar or somewhere else but not Haryana otherwise it would be his resort vacation in Haryana Jail) and then re-open that case. That way it doesn't matter what track it take - fast or normal.
I still can't believe 6 months for molesting minor? it can happen only in India and ruthless lawmakers must be singing All Izz Well.
It's the image police and lawmakers have created themself that I believe that policemen might be involved in that J&K's sopian's case.
Media should have one program, in which they discuss or tell about all those such pending cases where police, lawmakers, high profile people (like MP's sons, businessmen's sons etc) involve, case by case, day by day like those Most wanted kind of program. So it will be in public memory and it might reduce the normal verdict time.
Otherwise after 3-4 months this will be out from picture - then again same story who Ruchika, Who Cop?
6 months jail after 19 years? still can't believe. Are these nexalites the result of such verdicts? I am just asking.

The court judges have to first think how it will be if it had happened to them before writing the punishment.
Our law is so old that the punishments that were considered severe were like punishments given to school children.
Will any man harassing woman will just get 6 months imprisonment alone.

Is this the only case, not really, there are 1000' of cases like this, why because we are still using the 100 year old codes for punishing people. Rathore only warrant “six months of rigorous imprisonment and a 1000-rupee fine” for destroying the life of an innocent girl and her family? Who will charge him for the tortures they went through. I saw him on TV, coming out with a smile on his face. No shame for what he did.
Well I know i am just writing this blog, but in support for Ruchika, as I want the law to be changed from those 100 yrs old fines and imprisonment to the recent period punishments.
Thanks to Aradhana who is highlighting each bit of this case.
I know we cannot trust the system, but we still will have to go with it.

I am seriously disturbed by reading this case. If this is the state of affairs in this country, I guess we actually deserve to be bombed by terrorists. I almost broke my laptop looking at the grin on that molestor’s and that woman’s face . How could he? Including the harassment part this is one of the worst crimes that I have read about, I would go on to compare it with the Shanda Sharer murder case where the guilty were handed over 60 years in prison. Maybe the law makers and enforcers don’t realize this, but this case requires exemplary punishment…it is serious morale buster.

Yes certainly the higher court must take up this case on a fast track to bring back the sagging image of the judiciary in this country.Country does not mean courts,rulers alone.The last man of this country must have the confidence in the judiciary; otherwise this is a waste .Justice should also appear to be done to every individual.I am much pained already , a justice despite the protests by the lawyers and the public opinion sticks to his chair and showing as if entire lawyers community is against him.Shame on the corrupt justices and judiciary.
