Ruchika Girhotra, a 14-year-old tennis player, was molested by then Haryana police IG in Panchkula in 1990. Three years later, Ruchika killed herself, which her friend and case witness Aradhana attributes to the harassment of Ruchika and her family by those in power.

Its a high time there should be a revolutionary movement to redefine our criminal justice system. We take pride in being an independent country but the irony is that most of our laws are still continued from the 19th century. As we all say that justice delayed is justice denied, all the cases and particularly the criminal cases should have a definite time frame and if the cases are not completed in the given time frame, the whole Justice system should be held accountable for it.
We can still save many Ruchika's if we can make this a movement. A movement not just to bring justice to Ruchika, but to bring about a change in the whole justice system.

Because of verdicts like these, people prefer to take the law in their own hands. Take multiple rounds of courts for 19 years, or hire a goon for 20,000 bucks and get this guy bumped off and get immediate justice. The choice is so clear.

Someone should file a case against the Judiciary for delaying justice for so long.

You are 100% right. i will never wait for this Judiciary law. This is just to timepass. 19 yrs. its too much. if i would lose my sister or daughter like this way, then i will kill whoever there will be involved as there is no use to alive these people nor myself. Daily i cant sleep, so its better take the law and kill them. at least in the jail i can sleep better. Horrible indian law. i feel shame by saying an indian with these kind of law. someone really should case against the Judiciary for delaying justice for this long period. I am 100% agree for this.

The judiciary has been deliberately handicapped by the successive governments since independence. None of the political parties have ever made the judicial delay an issue in any of the elections since independence. None of the media has ever tried to address the issue of judicial delay. Only patch up work is done in case any cases becomes high frofiled or some how gets highlighted. Such patch-up or peaceful measures may do some justice to the problems thus highlighted but the biggest problem of judicial delay will remain where it is.

Chief Justices of India through their meetings or seminar have been sounding death-knell for last many years highlighting exactly the fall out which such judicial delay is capable of breeding as niecely brought out by you through your comments. Law Commissions of India have recommended to increase the judges strength 5 times. The acute shortages of judges is one of the biggest reasons for the judicial delay. There are only 14000 judges in all through out the country. The number of pending cases are around 3 crores.

But the executive isundeterred. They do not bother whether you would go to a goon or a gangster to get your problems resolved. It is simply because they (the executives--politicians and bureaucrates) have hands in gloves with goons and gangsters. The nexus is very clear.

If things goe uncheked the lwalessness which has already gripped our country could have a field day with even ordinary law-abiding people loosing even the remnant of faith in the judiciary and democracy would be no where to be seen.

If we voted for the bad person and sent him in the parliament and state assembly or failed to teach the ignorant to not to vote for these type of leaders than we are equally responsible for this system and the happenings. If the people voted the thieves then thieves are there if we vote for good then they will be there so it I and you who voted them to power and gave them chance to select the type of bureaucrats so let us educated teach the ignorant to how to and whom to vote. I say vote for the best candidate in the fray without seeing party and other factors. If there are all the blinds then vote for one eye next election you will find a two eye person in the fray. you are absolutely right. First of all, it takes around 19 years and than verdict gets only 6 months by our judge. The crime was proven in complete sense, so the actions by judge should have been very tough to imbibe lessons to these affluent and powerful people.

The situation of our judiciary system is exactly same what Shani Deol said in superheat movie "DAMINI". That was quoted for poor and helpless people and here we see example of an affluent and powerful one.

We cannot keep waiting for the system to deliver...it has become the slave of the powerful...any case like Ruchika's tears us apart from inside both as humans and as Indians..we want to cry and hit out some physical enemy...but cannot...feeling so trapped....we can be sure the govt will not come calling...in Ruchika's case she may and we really pray that she gets some piece of justice now but still there are a lot of such case we will never hear about....am not sure which one of these case will trigger the next revolution in India...esp which involves the middle class..hope its around the corner..

People like Rathore should be dragged on the streets and be given a simple public justice. There is no need to waste any government money and or time on cases like these. Indian Justices should be ashamed of themselves letting these type of cases linger on for so long and having a child molester Rathore just laugh at the Great Justice System of India. God knows how many other childern he has molested............

This how the his batch mates and friends officers and politicos helped him legally:-
1. The abetment to suicide was linked to the physical molestation, which is very difficult to prove because of the huge time gap of 3 years between the two acts.
2.In actual fact the suicide was abetted by the continued imposition of false cases on the brother, stone throwing at their house and kicking her out od school, non -institurion if a case against sleazeball etc , etc. The physical abuse she was willing to fight against but the frustration caused by these acts she couldnt bear.
3. the abetment theory can only hold water once cases are registered for these illegal activities by the cops who were junior to old sleazeball/ and officers and politicians who delayed the case and these are linked as the cause of the suicide.
4. the way ahead is to get his sentence increased to two years in appeal(not a dificult job)get the bail cancelled
5. Identify all those police officers responsible for false cases( not a difficult job)and officers for delaying the case against him
6. institute cases against them, and they will sing like canaries. once they admit they acted under his indirect / direct orders he can then be charged with abetment .

The quantum of punishment should be higher, especially since he is a protector of law. People should protest in such cases. Take out protest rallies, put pressure on the Govt..Anyways the common man is helpless. We can only express it through our messages here.

Where is GIRIJA VYAS, RENUKA CHOWDHRY and others of their ilk who made such a racket about Mangalore ? These toothless paper tigresses have no moral fibre and cannot even do something about such a shameful travesty of justice. A higher court with a enlightened judge should immediately deliver justice. The event should be over in 3o days and the man/beast Rathore should be immediately put in jail with his bail canceled. A minimum of 3 years RI or 7 years normal jail should be minimum judgement. The judiciary also has not covered itself with glory in this case. Pity. A good judge could have worked wonders. Compared to this, Mr Dinakarans misdeeds are small fry.

Till now I have seen only BRINDA KARAT, who spoke against the verdict and his 6 months rigorous punishment in Rajya Sabha. No other woman came out of their home and challenged the justice system in India. This is totally same to those ladies who have been holding high posts in different organizations, but are quiet because of their own benefits.

Please go all out & ensure that like the Jesica lall, Priyadarshini Matto & Nitish Katara cases were the accused belonged to powerfull business & political families with immense clout, the accused in this case too gets punished & sent to Jail & made to spent few years of his old age in hell. I do not have words to express my frustration at the quantum of punishment pronounced by the designated court. These days even the fine for drunken driving is Rs.2000.00. And here we are talking of 1000.00 & 6 months in jail & this man gets a bail in 10 minutes after he is sentenced. I saw on TV this wretched man smiling shamelessly while coming out of the court. I think he has every reason to do so. He has made a mockery of the judicial process & had the clout to do so for 19 long years. Please create a nationwide campaign & ensure that this man is taught a lesson for life & this man is humiliated within his family & that every girl child in Rathore's family knows what kind of moral character this man holds & that they themselves are no safer at home. Rathore should be treated even harshly beacuse of the position he was holding that required him to maintain & implement the law of the land & instead he misused it & compelled a child to commit suicide. He should be booked for criminal intimidation, abetment to suicide & every other section that even remotly applies to this case.Please do everything to pressurize the govt & CBI to appeal against the verdict at a higher court & put Rathore behind bars ASAP.

FAST TRACK--SLOW TRACK--SEMI FAST TRACK-- the very concepts show that our democracy is going to hell. All cases must be heard within a reasonable time.

As far as RUCHIK CASE is concerned-- the accused should have been arrested after this much of hues and cries have been made. All persons politicians or otherwise instrumental in shielding the culprits or in delaying the cases so long must be booked.

A special court headed by a judge of an impeccable integrity should be esatblished to retry the case. And before this all persons responsible must be arrested.

Our IPC is a biggest hurdle in the Criminal Justice system. It warrants an act to be within the four bounds of the definitions of offences before the act could be termed as an offence. It takes even a learned lawyer some time before he could tell as to which section of the IPC a particular act falls to.
