Should the Ruchika Girhotra case be re-opened?

Ruchika Girhotra, a 14-year-old tennis player, was molested by then Haryana police IG in Panchkula in 1990. Three years later, Ruchika killed herself, which her friend and case witness Aradhana attributes to the harassment of Ruchika and her family by those in power.

Definately, and Rathore should be publicly hanged or stoned to death so that no influential person dares such acts or even think of doing anything against a weaker or unprotected person.

rathore and wife must be put in custody to stop interference into further investigations until final court verdict.

There has been so much of Media cover on this episode. Every channel has hogged prime time by debates on this episode. Other than that I see no progress except another long drawn out legal whirlpool. If one were to go by the debates then the case is a close and shut one. THERE IS A PRIMA FACIE case against the officer and the system has erred. So why don't we just cut the rhetoric and:
a) Arrest the joker with a non-bailable warrant.
b) Depute an Army oficer of the rank of a Colonel to record a summary of evidence which is tenable in a court of law.
c) Record statements of the school Principal as to why she dismissed Ruchika. Isn't she also guilty of abettment. Record the statement of the CBI officer who claimed that they attempted to bribe him. Record the statement of the Collector and the Home Secretary. They are equally responsible for the safety and security of the District and the State. Somehow these IAS chaps always remain in the dark though they are the real culprits due to whom we have reached such a state of decay. They only pop up for inaugurations and speeches and better Bungalows and pay& perks - the Nation be damned.

Why waste the exchequers money on providing Rats security. Just move him into an Army establishment in J&K or the NE.
In fact the Govt should now make it a norm that whenver a bureaucrat (IAS) or a Police officer (IPS) is charged with an offence then a Summary of Evidence (which is incidentally evidence admissible by law)should be conducted by the nearest Army unit. This will be better than pulling in the Army for administrative lapses like leaving open wells where children are devoured. I am sure when such investigations are carried out no IAS/IPS officer will dare to commit such a brazen act.

In India it seems that any one with political backdrop or with power of their authority could get away with anything.
Indian laws on molestation should be made more strict which would able to charge sheet the person of any rank or grade if found guilty. This in a way encourage the people to seek justice for their cause.
By re-opening ruchika's case India as a country should try to initiate justice for her cause at least after 19 year's of fight for justice.

You can purchase anything in this democracy for a price. You should have muscle or money power. Being a common man you dont have place in this democracy. Mockery of democracy and judiciary system is visible in Ruchika's case. Ruchika's case should be fought by all common people together against corrupt politicians, then only democracy of this country can be restored, otherwise many Ruchiks will die unnoticed.

Definitely,
No question of not openeing it. It should be opened definitely for the sake of justice and future of our daughters, sisters, wives and mothers. We have to pursue this case to end to seek full justice. Government should wake up. justice department should come clear on this. Even the judge, investigators and other persons involved in enquiry should be brought to court of justice to find out out how they reached such conclusions. Finally I want to say that let us rise in one wave and throw out all these so called powerful people to teach a lesson to one and all that everyone is equal. It may be peaceful but as the things have not happened peaceful way something with force is required. All these politicians are not realising that they are turning the country into hotbed of terrorism like maoist, ulfa and others who got upset with the system and took to violent mean. I don't support violence but i do propose the strictest puishment to these kinds of crimes. Crime against female should be dealt with most strict sentence and if done by the person in power then he should receive life punishment. It may have neagative effects also but alleast can save weaker sex in oour country. Female sex is no longer safer in our country and we have to make it safe. We need revolution to free ourselves of these dirty politicians and babus so lets join hands to take governance in our hands and show these so called powerfulls that they are not above the public. They are there because we apointed them there. Mr. Prime minister should see to this, after all he is also father of three daughters. How can he assure the safe future for his childrenand grand daughters after his demise if he does not do anything now when he is in power. So Mr. Prime Minister stop concentrating on world map, first set your house in order. This is much more dangerous situation than terrorism. Terrorist kills but these kind of encounters neither allow the sufferer( family of ruchika) to live or die. My full support to them. Lets rise.

THIS A ANOTHER CASE OF HIGHHANDNESS OF POLICE OFFICER.U HAVE ASKED WHETHER THIS CASE TO BE REOPENED OR NOT ALL DEPENDS UPONON THE CHARGE SHEET TO BE FILED BY INVESTIGATING AUTHORITIES AND EVIDENCES TO BE MADE BEFORE THE HONOURABLE JUDGE. ONLY THEN WE CAN EXPECT AND ENHANCEMENT IN PUNISHMENT FOR THIS POLICE OFFICER

i think the issue is concerned with home ministry and harayana govt. b'coz it will be very difficult to book all the ministers and rathore without the help of central govt.
