The face of terror reared its ugly head on Wednesday night once again. In one of the most horrific incidents in recent times, Mumbai was once again paralysed as it came face to face with terror as planned attacks hit at the heart of its urbane, posh, and prosperous areas of affluent living in South Mumbai. What can civil society do to deal with terror? Has the police machinery failed completely to take care of citizens? Is It time for security to be given over to the Army? Tell us what you feel can be done to make India a safer place.

Let us stop making fools of ourselves in the international media.Our accusations are growing by the day,many Countries are being named as having been associated with the terror act.We are pleading with the international community to listen to our plight and acting like cry babies.The British Foreign Secretary & the US Secretary of State have both paid a lip service to India's security concerns,but are arming Pakistan to the hilt,aiding it financially,and endorsing their peaceful nature.

IF we are really cock sure about the evidence on hand,then we can very well blast the terror outfits out of existence.Why are we dilly dallying and giving the terrorists more time to recoup themselves and strike again at will?Why are we allowing third parties to sermonize to us about the need to maintain peace with our enemies?

If we receive a stupid email from an unknown organization threatening more terror acts,we scurry for cover and for a short while,act like as if we covered our every security lapse.But,when we receive specific intelligence inputs,we let them gather dust.

Our media too discloses the entire security detail in place to counter the terrorists,information on the security equipment incl the radar system,their range,lacuna in the equipment etc.,Am I to feel more happy and secure or should I be scared that our Countries enemies know more about our security lapses,and can strike at will?

Fellow Indians! let's accept the truth. Our coward vote greedy govt will never go on offensive as far as this terror is concerned. It'll certainly wait for the anger to die down. Till then, hear the rhetoric.In some days, media attention will shift to fresher TRP friendly themes & we'll forget, this time too.
We will be afraid of moving out from our homes & Hafiz Muhhamad Saeed will again fearlessly shout in Lahore-'Run India run,lashkar is coming'.
If innocent Indians are dying, they must as cowards have no right to live.

It is true that we all are angry. But many of us don’t know what to do. The big question is with regard to the accountability of our politicians. Unfortunately once they are elected, they don’t need us for the rest of five years. But the serious problem is what to do if no candidates are up to the mark. At present we have no option but to elect any one of them. Does that means there is no solution? Not at all. There is a simple solution. Just need to include one more button in the voting machine. Which will help us to express our opinion, if no candidates are up to the mark. Its sum need not be taken into consideration to determine the winner. Even then we will get a chance to send a strong message to the political parties, which will make them think twice before selecting a candidate. Let us ask for this new button of democracy. This will make no harm but only benefits, of course not for the politicians.

The brutality of the Mumbai attacks has left us, above all, deeply vulnerable. It has exposed the rottenness in our system; our intelligence agencies, our police force, our political leaders and even our media. And that is why the appropriate response to this terror attack isn’t sadness or outrage â€\" it’s simply to usher in intelligent reform.
We need to secure our country. And we need to do it now. As a nation, we are sensing this just look at the endless candle vigils, the large shows of solidarity and the signing of various petitions. But we need to do more. We need to rise over the ineptitude of our system and fix lasting solutions. That’s where this initiative from the Hindustan.

1. better packages, weapons for armed forces,police and all security agencies coupled with national recognition and regular awards by the govt.(like we give to stupid cricketers for loosing continuously or Olympic teams on winning or not) or at least waive their IT on lower posts
2. decrease security for vips( esp for people who conveniently use to it divide the nation) so that they are forced to look after the security of the whole nation to keep themselves secure..
3. govt spending on security of their own and esp arms n ammunitions to be made available the common man..
4. president should be from the defense forces or should have served a fairly good term in the defense.
5. under any national threat terrorist attack, the president should be given full control of access and action, and also in matters of investigating about the real culprits, as he will be from the defense we can trust him.. at least more than the politicians
6. Hang afzal Guru and every other Terrorist accused who has been found guilty, no 'life term' for an act of terrorism, only capital punishment, we need to set examples, but the present ruling party wont as it doesn't want to loose its vote bank. I wish the terrorists be shot in public.

Did you know that there is a system in our constitution, as per the 1969 act, in section "49-O" that a person can go to the polling booth, confirm his identity, get his finger marked and convey the presiding election officer that he doesn't want to vote anyone!

Yes such a feature is available, but obviously these seemingly notorious leaders have never disclosed it. This is called "49-O".

Why should you go and say "I VOTE NOBODY"... because, in a ward, if a candidate wins, say by 123 votes, and that particular ward has received
"49-O" votes more than 123, then that polling will be cancelled and will have to be re-polled. Not only that, but the candidature of the contestants will be removed and they cannot contest the re-polling, since people had already expressed their decision on them. This would bring fear into parties and hence look for genuine candidates for their parties for election. This would change the way; of our whole political system... it is seemingly surprising why the election commission has not revealed such a feature to the public.....

Please spread this news to as many as you know...Seems to be a wonderful weapon against corrupt parties in India... show your power, expressing your desire not to vote for anybody, is even more powerful than voting... so don't miss your chance. So either vote, or vote not to vote (vote 49-O) and pass this info on...
8. RF ID or some other form of ID that can be read by wireless devices for each Indian and database integration, use of that secure database to access all public terminals and services esp high risk areas like the ones attacked. so if you don't have that , you cant use a train or a bus or visit a hospital or check into a hotel or even have a meal, or use an ATM, each and every damn place your id gets automatically confirmed by the security device and in the even of death, the person is manually deleted from the database on production of the death certificate, the ID will need to be renewed every 2-5 years...by going to a police station etc, failing which it will be automatically deleted from the master database which will in turn make you incapable of using any public services.
9. citizen security groups to be formed, with access to weapons in times like these, esp at places like these.

Here are a few suggestions, which may help in preventing possible terror attacks and can help better handling of the situations arising out a terror attack:

1. Actionable Intelligence to be shared with public and media. Public can also be alerted to look out for suspicious objects and people in their neighborhood / vicinity. This will take the wind out of the sail for the attackers/terrorist.

2. Encourage people to use mobile cameras and other recording devices in public places (other than with obscene intentions) to record any suspicious movement of people around. In each state, a few toll free MMS receiving centers must be set up where these pictures can be retained for a certain period of time. Sender should be rewarded if information is found useful and should not be harassed. Camera phones should be made available to the public duty free to encourage free usage. All security people whether public or private should be provided with camera phones and be encouraged to take video footage of any suspicious movement of people and objects and to send a MMS to pre-assigned numbers. This should be a regular practice. An independent national registry of vehicles of each state should be created with owners name, photographs and made available and easily verifiable by public and police. All transactions, theft etc. to reported to the registry and visible in the website on real time basis.

3. Motor Vehicles Act to be amended and mandated to paint their state registration number and national registry number on the roof of the vehicle (painted and not glued) and it should be visible from a closely flying aircraft/ helicopter or from a tall building. Soft top vehicles or roof loaded vehicles to paint it on the engine cover or some other predetermined easily identifiable place.

4. Emergency commandos should be able to take their positions on certain specific predetermined eventualities without any political order. In such situations the command line to be pre-determined and the command ranking should always be of the Command-operating officer and not of the state police supreme or other agencies. Commanding officer should be able to issue a command of cordoning an area from media and on lookers by sending messages to a pre-determined media /police number. Thereafter, any body entering the cordoned area shall be an intruder and action to be taken against that person similar to that of a terrorist.

5. All 5 star category hotel room to be provided with mobile phones (WLL) instead of wired intercoms and phone book loaded with emergency numbers, MMS and SMS toll free numbers.

6. The hotel records, staffs and guest list to be loaded on to a central server on real time basis located outside the premises. This should be the case with all Hospitals, offices located in multistoried buildings etc.


7. Encourage business houses to have CCTV cameras and even web cams at all public places in their office with real-time transmission to a central server outside the premises or outside the state

8. All private security staff to be photographed/finger printed and personal details to be uploaded on a central server. KYC( Know Your Customer),KYT(Know Your Tenant) and KYSP( Know Your Service Provider) must be a practice by Citizens and Business Houses.

9. In case of a state emergency, the Security Commandos/Government officers of the region can be instructed over public broadcast or other means and need not wait for direct instructions. Ambulance, medical officers, medical store officers, fire brigades, RPF, CSIF etc. should act on their own and should not wait for instructions from their superiors or ministers.

The probable future places of attack especially in the wake of the change in the mindset of the terrorists - to cause maximum damage to lives and property rather than taking hostages may be as follows:

1. Synchronized storming in of a few ATC (Air Traffic Control offices) in metros and misguiding aircrafts to crash ,collide or even land at Army establishments..

2. Entering into the engine cabin of prestigious trains and directing the engine driver on gun point to over speed and ignore the signals. Even rail traffic control rooms are susceptible.

Let us all ask what happens to our tax money. Why our taxes are not used for our security, why roads, railways, buses, police security are in pathetic condition like we are under developed countries. We should file a petition to drag the corporates on the TV to answer our each questions. It is time to wake up and kill the corruption from its grass roots.

The last two months have revealed that in to-day's Information Technology world , we have ironically been let down by lack of acting upon information. First was the "Crumbling of the Financial Institutions worldwide " and this was not for want of information on what was happening but more due to inaction by the Corporate Czars who control these instituitions. I am making a comparison here because again we learn that there was enough intelligence information available on the possibilty of an attack , but yet no action was taken.

While i have no doubts on the lack of political will , let us not all be escapist in only accusing them. The Babus who literally run New Delhi must take the first responsibility and is it possible that the "Right to information" act can ensure we really get to know if it was the RAW, or IB , or the Mumbai police who did not act inspite of being informed.
Are we all in this age of IT forgetting that IT is only information if acted upon or else is worthless garbage.

Again why cannot we pay our MPs and MLAs handsomely so that enough educated and persons with drive and initiative take politics as a career, rather than leave it to persons who end up remunerating themselves through other means.Why cannot we also ensure that we set age limits for politicians and also amke a 20 % reservation for first time MPs and MLAs.

MUMBAI TERROR WHAT WE CAN DO TO MAKE INDIA A SAFER PLACE

1.Compel Indian politicians to implement police reforms in the country as already demanded by Supreme Court of India.
2.Change the colonial style of functioning of Indian Police to people friendly. Let each and every citizen of India be extended eyes and years of Police, reporting any suspicious happening to police immediately.
3.Establish a federal investigative agency dealing with terror with an all India mandate.
4.Have just two intelligence Agencies, one for internal and other for external like MI-5 and MI-6 of UK and CIA and FBI of America.
5.Stop this concept of Indian Police Officers working as roving ambassadors in all these Intelligence and Paramilitary agencies. Let these agencies have their dedicated cadres. The Womb to Tomb concept. Let accountability be fixed.
6.Like military, all IPS police officers must have a central agency to decide on their postings and promotions. Each officer must be made to pass various tests as he goes along in service to ensure that he is really capable of holding the job he is aspiring for.
7.Currently Army, Navy and air force are having very large deficiencies in their officer cadre. Make five-year service in country’s Armed forces compulsory for all IPS and IAS officers after their selection into services.
8.Free Indian Army from the large scale anti terror duties they are currently employed in. This should be done by Para Military forces. Let Army be freed to train and be ready to strike at shortest possible time at the heart of the enemy a lean and mean force striking fear in the surrounding countries.
9.The Chief of Defense Staff system, enabling single window strategic military advice to the Prime Minister, already approved by the last Government must be immediately implemented.
10.We have already test fired an anti ballistic missile system. Go all out to perfect it then deploy it on the ground to counter Pakistani nuclear threat. Have a strike force of Air Force ready to hit at all terror training camps whether in Pakistan or Bangladesh. Striking fear of immediate retaliation is the key.
11.Develop RAW on the lines of Moosad of Israel or CIA of America. Assist Baliuchistan province of Pakistan in joining hands with their brother Pashtoons in Afghanistan which they are already trying to form Greater Baluchistan. Lend a helping hand to Sindh province of Pakistan to become independent. The rump of Pakistan, namely Punjab province and part of NWFP province will then be no threat to us.
12.Have a strong anti terror law in the country with suitable checks and balances. Have dedicated courts with suitable security protection to try the terrorists in quick time. Only one appeal to a superior court should be allowed in all terror related cases. All cases be tried and sentences awarded within six months to one yea
13.If it gets established that anti terror law was deliberately misused by any authority sentence unto death should be awarded to the culprit.
14.Finally and most important political will must be inculcated by the public in the politicians to act against terror decisively. If they fail to do so the procedure of recall of these politicians must be built in our political democracy.
