The face of terror reared its ugly head on Wednesday night once again. In one of the most horrific incidents in recent times, Mumbai was once again paralysed as it came face to face with terror as planned attacks hit at the heart of its urbane, posh, and prosperous areas of affluent living in South Mumbai. What can civil society do to deal with terror? Has the police machinery failed completely to take care of citizens? Is It time for security to be given over to the Army? Tell us what you feel can be done to make India a safer place.

I tried to think with a rational head, which seems utterly impossible. Still, I've thought of some steps which the government could implement. If I, as an ordinary citizen can think of this, I'm sure there are enough Babus who could have come up with these simple steps.
1.Divest police and IB completely from the government (both state and central)
2.Police postings, transfer and promotion laws to be changed and control vested out of the hands of politicians.
3.Implement sixth pay commission for army
4.Severe counseling and orientation for bureaucracy, police and defense on the ills of corruption
5.Scarp OCTUPUS (terrorism cell of AP governmentt) and all other state level intelligence units connected to the police.
6.IB should serve as intelligence monitoring from police forces.
7.Set up separate defense IB which will serve as intelligence monitoring from armed forces.
8.The two units should report to RAW
9.Digitalize information. Put all cases all over the country onto servers.
10.Set up a database of cases, people, connections and incidents. Every crime or incident must be recorded in the system. All intelligence information must also be recorded.
10.Set up intelligence offices in every big and small metro. 11.The data and information entered is read, researched and analysed in these intelligence offices. Employ fresh graduate of history, economics, college professors, ex defense and police officials to work in these offices. All warnings and analysis of importance should be sent to the head of the offices, then to the zonal heads and finally to the heads of the bureaus.
11.Ministers will be briefed and they have to constantly monitor and study updates, sanction and organize training with foreign counterparts, acquire budgets for the department and provide diplomatic support and represent the forces to the public.
12.Citizens groups should organize protests once a month in each major city as a warning sign to the government that we are watching their every step. Centralized organization of peaceful marches and vigils should be set up by major activists and citizens groups in the metros.
Lets not forget and go back to work. We can't let it slide under the carpet this time

There should be a PRIVATE INVESTIGATION BUREAU set up.This should only investigate any failures in the govt organization(like intelligence failure in MUMBAI TERROR).This BUREAU has 2 review security and SHOULD prepare REPORT on this.They SHOULD SUBMIT this REPORT TO "MEDIA".So that every Indian knows what govt & intelligence have done until now. This report should also consist of the tax paid and the way it is being used by the govt.AN IMPORTANT POINT TO MENTION HERE IS,THIS BUREAU SHOULD BE A PRIVATE ONE. Govt should not have their say in this.

Well I think the basic thing we can and should do is to make aware that all the people of India should be responsibile in their own way to avert these heneious militants.As we all know no terrorist activity can take place without the help or involvement of the locals.
So we should have a cell in every police station which will track through local clubs or any institution of that sort on every new tenants coming in the locality.It should be made mandatory for all the landlords to inform these institutions when he rents out his home to new tenants, who in return will pass on the information to the police. Now the police after having that information, will conduct a back ground checking of those new tanents.

A good information which lot of people don't know.
"Blank49-O in Constitution of India - "I VOTE NOBODY"..."
Did you know that there is a system in our constitution, as per the 1969
act, in section " 49-O" that a person can go to the polling booth,
confirm his identity, get his finger marked and convey the presiding
election officer that he doesn't want to vote anyone!
Yes such a feature is available, but obviously these leaders have never
disclosed it.
This is called "49-O".
Why should you go and say " I VOTE NOBODY"... because, in a ward, if a
candidate wins, say by 123 votes, and that particular ward has received
"49-O" votes more than 123, then that polling will be cancelled and will
have to be re-polled. Not only that, but the candidature of the
contestants will be removed and they cannot contest the re-polling,
since people had already expressed their decision on them.
This would bring fear into parties and hence look for genuine candidates
for their parties for election. This would change the way; of our whole
political system.... it is seemingly surprising why the election
commission has not revealed such a feature to the public....
Please spread this news to as many as you know...
Seems to be a wonderful weapon against corrupt parties in India ... show
your power, expressing your desire not to vote for anybody, is even more
powerful than voting.... so don't miss your chance. So either vote, or
vote not to vote (vote 49-O) and pass this info on...
Use your voting right for a better INDIA

From what I could gather from news reports, the terrorist threat are both from within the country and from outside the country managed by individuals outside the country with the tacit patronage of some foreign powers. We need to tackle the threat within the country while securing our borders on land sea and air. This should apply to the whole country and not just the western border. We need to be hard on the corrupt officials as they could be a potential threat to the whole country. All identity documents should be smartcard based with biometric security incorporated which makes duplication difficult. We must ensure that those guarding us, the Armed forces and the police forces get the quality equipment they need in the right quantity at the right time. Regular training is compulsory. Citizens especially the students must be taught how to react in such circumstances and help the forces and fellow citizens. First aid and Disaster management must be complusory in schools, which should include fire fighting. It is stated that even a squirrel contributed when Lord Rama built the bridge to cross over to Lanka. Hence no contribution is insiginificant when the nation has a stupendous task ahead. All we need is focus on the real problem in hand and we shall succeed. When the going gets tough, the tough gets going.

1. Remove security from all Politicians and Babus. Let them be given security only if the citizens are secure.
2. Revamp the Security Forces, especially the Police. Lathis, bolt action rifles and revovlvers are grossly outdated.
3. We must have a police:citizen ratio of 1:50, or even less. Let the total authorisation be revised to accomodate the increase in strength. Not only will it increase the emplolyment, but, will actually be a saving to the exchequer by the expenditure incurred by means of all crimes, including terrorism.
4. Make it mandatory for the aspirants to Civil Services (UPSC/Pradesh PSC) and MP/MLA/MLC/Municipal Bodies/Mayor/CM/PM to have served a minimiu of 2 years in the Armed Forces, before they are eligible. In case its not possible to accomodate in the Armed Forces, then Paramilitary Forces (BSF, CRPF, ITBP, CISF, Scouts, TA) may be considered for the mandatory conscription.
5. Revamp the Intelligence gathering and dissemination network.
6. Let the control of regional Police be with a committee which has the Governer, Chief Justice, CM, Home Minister and the Leader of the Opposition. Postings and transfers be strictly as per merit and operational requirements, and not because someone likes a particular face.
7. Salary of all security personnel be enhanced sufficiently so that they donot fall prey to greed/illegal gratification.

Hi,
As a citizen of India, here's my thought for my fellow citizens to fight with terrorism.
1) Use your network to educate the society about the current terrorist activities across India. At present you are doing that with TV but 40% of the population of India does not have TV and they would not know what is happening in their country.
Even if they know they might not know the intensity of it to raise any concerns.
These 40% of the population are uneducated, unaware and contribute to vote corrupt politicians.
The better way to reach such community is paper pemplets, distribute pempletes with some strong message similar to whatpoliticians do to alure the people for votes. This way you can assure that you have reached the mass to raise your concerns.
Once the message is conveyed then people will start thinking to choose their politicians correctly. This way we can control unethical, corrupt politician to come into power and prevent our country from being destroyed.
2) Spread awarness into intellectual society that your income tax money is being used by corrupt politicians to retain there seats and fill their pockets, instead they should use it to protect our country from terrorism and criminal activites. Presurize politicians to take an immediate action to increase the security of our borders, coastal areas and internal public places.
3) To ensure security of key public place install bomb detectors on railway stations, bus stations, shopping malls, multiplex etc.
4) Stop any commutation between India and Pakistan. By rail, buy bus, by air etc. This way we can impose some presure to Pakistan to take action againsts terrorist.
5) Keep this issue as hot as possible to get public attention this will bring you more business and will aggravate common man to raise their concerns againsts government and politicians. Once they are presurized by comman man then they will take some action. Do not allow politician to use diplomatic words, ask them, question them for a firm action.
These are few of my suggestions, please feel free to respond.

My heart goes out to the bereaved family members of those who were killed in the mindless bloodbath that started on 26/11 and lasted a whole, excruciating 62 hrs. The entire nation stands united in condemning the heinous acts. It's not just Mumbai that's wounded, India is wounded and continues to bleed. But what's different this time Rajdeep, as you correctly pointed out it is the privileged elite and the educated upper middle class that has been hit. It has finally dawned upon many of us that 'anyone can be hit, anytime, anywhere', nobody is safe, the bullet that's fired is unbiased, it doesn't recognise socio-economic barriers. But what's also different is the audacity of the perpetrators to bring a city of 14 million to it's knees for 62 hrs! That has never happened before, and that's why the educated upper middle class is outraged, it feels vulnerable and defenceless. So the only way of protesting is by holding candlelight vigils. I took part in the candlelight vigil that took place at the Parade Ground-War Memorial in Hyderabad today. A welcome change in the protests that are taking place across the country is that they are not politically motivated. The people are sick of the politicians. I'm appalled at the govt's apathy and shocked at how the opposition is trying to gain political mileage out of it. To make matters worse the politicians across the board seem to have a knack for making the most inappropriate comments at the most inappropriate time, almost as if playing the game of 'Who can stoop the lowest?'. They have made a mockery out of this tragedy. But I'm relieved to see that the people have woken up, they are protesting and making their voice heard through responsible channels like yours, sending out one message loud and clear 'Enough is enough, we will not take this anymore, we will not allow more Indians to be massacred while you sit in the security of your homes with Z security'. We are not insects to be eliminated at will by misguided, disillusioned madmen.
I read about your Citizens Charter campaign, I did not find the link where I could post my suggestions so I'm posting them here:
1.Coordination Committees should be set up at the State and the Central level that are totally apolitical in nature.
2. To ensure that they free from political inference retired Officers of the Armed Forces, para-military forces, Police, RAW, IB who have held key posts while in service, should be made to manage a Coordination Committee at the state level and central level, so that their is synergy between the forces and the intelligence bureau.
3. Concerned citizens who travel by public transport everyday, who work in places like theatres, malls etc should be made Informers to whom Police Informer ID cards should be issued, as it is impossible to have police everywhere.
4. The govt should seal all our international borders not just with Pak & China, as a porous border with any country will provide an easy entry and exit to the terrorists, and also increase the strength of the BSF,ITBT etc.
5. Though it is expensive technology but I think people living in cities need to have at least one biometric proof of identity be it ID cards, ration cards, voters ID, pan cards, passport etc issued, that are transferable from one city to another, so that it is easier to identify citizens and there is no chance of any meddling and fake IDs. At least one biometric card should be made mandatory. It will be a one-time investment which the govt can implement in a phased mannered.
6. The Govt can charge the privileged a certain amount to issue any one of these cards with biometric ID, the poor & downtrodden should be issued the same, free of cost.
7. If a database of this biometric data is compiled and kept governance would become much easier. It will help in identifying and deporting illegal immigrants from neighbouring countries, which in turn will help in reducing terrorist activity to a great extent.
