The face of terror reared its ugly head on Wednesday night once again. In one of the most horrific incidents in recent times, Mumbai was once again paralysed as it came face to face with terror as planned attacks hit at the heart of its urbane, posh, and prosperous areas of affluent living in South Mumbai. What can civil society do to deal with terror? Has the police machinery failed completely to take care of citizens? Is It time for security to be given over to the Army? Tell us what you feel can be done to make India a safer place.

PREVENTION IS BETTER THAN CURE.PROTECTION IS IMPORTANT ,GOVERMENT SHOULD WATCH THE ACTION FROM INSIDE& OUTSIDE OF THE COUNTRY.THIS IS WORK OF THE GOVENMENT.THE MEDIA SHOULD WATCH ,WHAT ARE STEPS FROM THE GOVERMENT TO THE TERRORSIM.BECAUSE THE MEDIA IS THE ONLY WAY TO PUBLISH WHAT ARE MINISTERS DOING,THEN ONLY THE PEOPLE ACT(IN ELECTION).

a) Make constitutional amendments to separate control of police and courts from the clutches of local politicians. People must elect the top Police officer in each state who will control postings, promotions, demotions, sacking of police personnel in the entire state - not the politicians. Give full power to both Police and Courts. Let the police arrest Judges, Ministers, politicians, high level government officers, underworld mafias, land grabbers, why, even their own fellow police officers left-right-and center, and let the courts empowered to send them to gallows with no mercy at all.

b) Make New Laws (similar to Right to Information Act) that will force governemnts to invest in systems that will protect innocent lives and be accountable for it on a yearly basis. Once can not simply swindle the money and provide bogus accounts the way it happens in road construction projects.

c) Change Indian Penal Code to award double punishments to crimes committed by government servants, tripple punishments to crimes committed by judges, five fold punishements for crimes committed by MLAs, MLCs, MPs and Ministers, and ten fold punishments for crimes committed by terrorists and those instigating communal disturbances in the country.

d) Make constitutional amendments to move a few state subjects into central list to SECURE and manage vital national resources the way they are supposed to be protected. Some of the examples will include National Power Grid Corporation, National Aviations Protection Agency, National Waterways Corporation etc. Most importantly, nationalize all rivers and entrust management to the central agency that will ensure water based resources such as Hydro Power Generation, River Water Transportation including prevention of smuggling, Anti-Dumping & Pollution Control of our waterways etc., are properly managed. Similar management must be considered in other areas of governance such as National Citizens Database that will issue a uniform national electronic ID card to all citizens, National Crime Information System that will create a database of all sorts of criminals, Control communication network including issuance of SIM cards, Secure and Control power distribution networks etc.

These simple changes to the way we govern oursleves will go a long way in securing our land and check those who disturb our peace & seek to divide India. Petty quarals among the politicians will subside, good talent will return to governance and all-round growth will ensue automatically.

The terror attack on Mumbai and it's aftermath has once again exposed the weaknesses in the Indian political system. The complete chaos, inability to focus on the issues at hand and blame games played revealed the shallowness of our elected represantatives.

The media alongwith concerned citizens is trying it's best to raise awareness among all of us and at the same time jolt some sense into the government. However is this enough? Are'nt most of us aware of the various problems/issues that India faces- one of them being Cross-border terrorism.

WE need a strong fearless intelligent government at the center, that can make tough decisions for the benefit of our country?
The solution lies not in monitoring the government but in being part of the government. When India was under the British Rule, many educated people gave up lucarative jobs to join the struggle for Independence; youngters like Bhagat Singh came came from the common people; Sarojini Naidu and other Indian women stepped out of their homes in support the cause of freedom.

We can try to raise charters- maybe some of the demands might even get passed, but in order to get a job done , you cannot keep shouting-"Do This,Do this"- You have to become part of the process to get a job done.

We need to think how to become part of the the decision making process of country future!!!

1.Introduce Electronic Identification Card issued by the central government for -
a> Each and every citizen(by birth) staying in India more than 10 years.
b> For foreign Nationals staying in India more than 5 years - all previous identity details should be scrutinized and verified by the Indian Embassy located at the corresponding country.

2. Centralized database system (like Bank ATM) installment for real time identification checking at all major public spaces like - Mall, Cinema hall, Stadium, Railway Reservation counter, Airport, Sea Port, Internet Cyber Cafe, Bus Terminus, Schools/Institutes, Bank, Court, Pubs-Hotel-Restaurant and so on...

3. Sea vessels should have direct communication with the Port like Air traffic Radar signal

4. Momentary hi-jacking of air traffic signal may lead to a biggest catastrophe

5. Electrical Power failure caused by terrorists may lead to crores of rupees economic loss

6. Real estate/Wi-Fi Network Providers should scrutiny the identification of the customer thoroughly from the previous location to present address.

7. Birth Certificates data should be immediately handed over to the nearest security agency/organization electronically.

india should be very tough on terror .... it should use its diplomatic pressure more on bangladesh and pakistan ..it should do surgical strikes in bagladesh so that psycological pressure would be feeled by pakistan... all bagladeshi should be kicked out of our country immidiately... our bagladesh ads wel nepal border should sealed police reform should be brought and new weapon should be given training of the police should be like military ..accountability of police and intelligence should be fixed.....

The measures to be taken for ANTI TERROr Movement.

1)The MHA(Min. of Home) to take Macro & Micro level co ordination between the state and centre police & military security setup to act fast during emergency.

@)The IB should be strenghen enough to get any prior information to take it seriously to act against any plot being
hatched by anyone against our country.

3) The citizen should be given minimum training to act cool and
judiciously during emergecy. This can be done by media or block
development personnel/ NGOs.

$)All children who can understand and can take advice should be provided information on terror attacks and should be guided to take precausion to protect themselves from such situations.

5)The Police and Military personnel /SPG etc. should be given
latest ammunation to figt terror.

6)The coastline of India should have thorough vigil 24 hours
for protection.

7) For security reason C.C.T.V (24 hours)contrl is to be provided for all public establishments to check the activities within and around, nearby spaces.

8)Public address systems are to be used by polic throughout the year in all major road crossins in cities and towns and in
villages at a central position to make aware the pubilc during any major terror attack or any possible measures to save people.

9)War is no solution. It will harm more in many ways. But a Diplomatic recentment should be conveyed firmly to rip off any
further relation with the Two countries to curb the possibilities of further terror attack.

10)A systematic planned approach is required to incease the bonding of people to act in right way during terror throughout
the country.

First of all, my hearts goes out to all the victims of these terrorist attacks. Yet incidents like this, instead of weakening us as the terrorists wanted to, rather strengthen our resolve to fight terror in all its forms regardless of what religion they came from. Here are some of my thoughts, a 12-point plan.

1) Setup a Commission, like the one after 9/11 attacks in US, to prepare a full and complete account of the circumstances surrounding the November 26, 2008 attacks on Mumbai, including preparedness for and the immediate response to the attacks.

2) The government must identify and prioritize actual or potential terrorist sanctuaries, with-in and out-side the borders of India. For each, it should have a realistic strategy to keep possible terrorists insecure and on the run, using all elements of national power.

3) Setup a Department of Homeland Security, which directly deals with securing the borders of our country and deals with matters of internal security, and also has effective powers by means of men, material and laws.

4) With a population of over a Billion people - the government must take steps to increase awareness among its citizens and train on how to combat such situations. Implement something like a Terror Threat Level in India. In case of a legitimate intelligence being available the public should be made aware of it so they remain vigilant, along with the security agencies.

5) The problems in the Indo-Pakistan relationship must be confronted, openly. The fact that we the 'epicenter of global terrorism' right on our borders, should have already made our nation to remain on heightened state of alert.

6) Government of India should further strengthen its resolve to fight terrorism and such causes, on a global front too. Public Relations is important. Steps that Indian Navy has taken in Somali waters shows the resolved of our Nation in fighting such elements, as well as making a statement in the waters of Arabian Sea.

7) The fact that a crook like Dawood was allowed to grow into what he is today is a shame to all the governments of the past. These individuals, organizations and outfits provide the much needed logistical and material support in carrying out such drastic attacks on our soil. All such elements should be effectively be dealt with and exterminated.

8) Tough new regulations should be put in place, like the Patriot Act in US after 9/11, that keeps a check on the funding, assets and financing of all the terrorist outfits. (Why hasn't any of Dawood's assets in Mumbai still not been seized, or the life of its alleged financiers - gutkha barons, or big-builders, been made miserable by Governmental agencies?)

9) The terror fighting infrastructure in our country needs to be fixed. The point is NOT to fight the terror after they have attacked - but rather focus on preventing one. The Intelligence gathering infrastructure in the country needs to be revamped with more focus on co-ordination between local, state, central and military intelligence agencies working together to assemble such intelligence and make it into and actionable response with the help of law enforcement and security agencies. For e.g. the intelligence in the Mumbai case was made available on several occasions, yet we failed to turn that intelligence into an actionable terror prevention plan.

10) Evaluate the preparedness of our local and state police force's abilities to fight the new age terrorists. Do you expect a poor hawaldar in his 'laathi' or a 303 to effectively fight these terrorists? Each State Police force in the country should create a special Anti Terror Squad (much like the SWAT teams from police forces of other countries), and have them trained to the highest standards in Urban warfare by our Army and NSG.

11) And finally, evaluate the emergency responses in such situation. There was absolutely NO mechanism setup to provide regular, concise and effective updates or communication with the Media or Public from the State Government, Home Ministry or the Police Department. Even the press briefing of the NSG chief out side Taj hotel at the end of the operations was like a stampede of the journalists! This shows that state governments either don't have ANY emergency response plans, or even if they were present, then have not conducted enough drills to make sure it even works. Please show some professionalism!

12) And finally - learn from others. In other words, review the recommendations of the 9/11 commissions, or from the London terror bombings. There is nothing wrong is learning from others, and replicating the same model and culture to fight terrorism.

why dont we have a weapon as such where it can bring all the people in that particular room or are become unconscious for few hours. This can also be use in aircrafts so in the time of emergency situations like terror attacks or hijacking a plain such weapons can be used to prevent such drastic events like the 26/11.

Government of India is going slow with the action on Pakistan inspite of establishing that the terrorists hailed from Pakistan and Pakistan is doing all it can to avoid accepting the responsibility of the ghastly actions inflicted on sovereign India for fear of beeing branded as terrorist state.
It was quite obvious from the very beginning that Pakistan would not accept the terrorists are from Pakistan.Pakistan is buying time to see that the heat is off from its tail when India goes for Lok Sabha polls.
India should not wait any longer in taking visible actions on Pakistan like breaking diplomatic ties,stopping to and fro flights,calling off trade between the two countries,discontinuing the cultural exchanges,raising hue and cry in the international arean to place Pakistan in the bracket of terror states. We must hit when the iron is hot
