Subject:-CITIZENS AGAINST TERRORISM
Sir,
Terror in present 26/11 forms is an aggression against the state. Definitely can be defeated by forcing international agencies to get all training centers in Pakistan closed. But state terrorism by leading cops like KPS Gill and others needs to be discouraged. The terrorism within India by Indian needs to have closed look and issues need to be dealt in logical depth reaching to know reason and growth of the same. One can over power terrorism in case Government/s avoid happenings like 1984 Sikh killings, Godhara happenings against Muslims and recently Christian killing in Orissa. All guilty persons irrespective of status need to brought to book for controlling terrorism. Otherwise it is feared that may face division of country in near future. One should under stand that India is multi language and multi religious society. The majority should learn to respect minorities. In democracy state terrorism must not be allowed for any reason.

Hello mr. Zafar, in what way muslims r not treated equal in india? it is a shame u people r brought up with a ill feeling. Remember one thing, u r indian first and then a muslim. Who is cauisng troble in Kashmir? it is ur jehadi ideology. STop it through ur community everything will be solved. nobody is torturing u, u people r fanatics and r causing problems to others and more problem to urself. Be open minded, focus more on education. If anyone in india says onde mataram,it is offence. Isnt "allah oh akbar" playing on microphone offencive? We indians are bighearted, we tolerate u. Can u elect a hindu leader in Kashmir? remember one thing if someone is true, honest we forget about his religion we worship him. Prof Kalam is a muslim, isnt he respected from kashmir to kanyakumari? Is the religion stopping sharuk khan, aamir khan, azim premji from growing up?

What should be the Indian Response to Terror
The 26th November attack has for once brought into focus the need to give a proper response to terror. Earlier attacks were not able to prepare the Indian mind to learn from its mistakes. Now since we are looking for the causes we must learn to accept that our weakness is the primary reason for the repeated terror strikes.
Why are we weak, despite our numbers and our nuclear capability? Why are our technical hands and buoyant economy not sufficient to convey the message of our strength to the terror bosses?
The reasons are very simple if analyzed rationally and dispassionately. We are not strong because we are not united. And why are we united, simply because our leaders have made us fight, for petty political gains. We have no national leader today. We can have people claiming leadership of some caste or religious groups, regional aspirations or linguistic bondings, but certainly not a national leader, having a National Perspective.
Again why? Simply because we don’t have a Presidential System of Democracy in this country, like the US. There the political system throws up people like Obama, having a National Perspective, because votes from all states are needed. Here party becomes important, because of the lower stature of the leaders. Decision-taking gets delayed due to multiple heads taking the decision on the basis of consensus.
Let us think, if we switch over to the US model of Presidential Form of Democracy. Will any aspirant to the post of Indian President ever talk in the language of someone like Raj Thakrey or Laloo Prasad Yadav then? Some one will have to Talk in terms of Indians and then the Indian will have an identity, a self respect. Right now we have self respect only when we find ourselves belonging to a group, other that the Indian.
If we find that in order to develop a National Outlook, we will need a Presidential Form, then let a National Debate take place, by way of the First Response to Terror.
Secondly, why we are subjected to repeated terror attacks because we have not learnt from the past and as such there is a failure of Professionalism. What is causing this consistent failure?
It is due to our Corrupt system! And Why do we have Corruption? Because we don’t have any Public Funding [from the Consolidated Fund of India] of Political Activities. Every politician has to depend upon Private Funding for his Political Activities.
How this Public Fund comes to the politician? During the Gandhian era, he used to ask the masses to support, and large scale public support used to pour in, in the name of the Goal of Swaraj. Now nobody asks the public for selfless-financial-support! Instead, people are pouring in with private funds to further their Private Interests.
When the Political Decision-taking becomes Private Interest Oriented, the Public Interest is bound to suffer and Corruption is bound to Increase. We have reached the stage when during the last Trust vote, MPs were being quoted reportedly for 20-30 Crores of Rupees!!
So the second Indian Response to Terror ought to be Public Funding of Political Activities, and absolute banning of Private funding of Political activities.
This will not put an end to black money. We will further need to switch over to the system of single bank account for any individual. There should be a single Multi-purpose Card [Voter ID card, PAN card, ATM Card, Credit Card, Ration Card, Bank Account Card] wherein all details of the individual ought to be stored in the Chip. With this only one bank-account per individual should be allowed to be activated, and the rest should be frozen and credited to the Consolidated fund of India. Details of all transactions of the Single all joint accounts of the individual should also be stored in the same Card Chip. This will put an end to the Black Money system, in the country. The Black money will then have to be deposited in such International banks only, which don’t have branches in India. This will severely handicap the black-money economy in the country.
This will also make Corruption a High Risk Venture compared to the present Low Risk High Gain venture.
We will also need to put the Property details of all public servants and their dependants on the internet, adding to the Risk element in Corruption.
Hence Introduction of the Single Multiple Card system and posting of Property details on Internet should be the Third Indian Response to Terror.
Another element lacking in the Indian System is the lack of Transparency and Accountability, adding to the Weakness of the Nation.
Can anyone in the country tell regarding what are the criterion adopted for an individual’s elevation to the Bench from the Bar? And have we ever conducted a research about the percentage of marks secured by the Hon’ble Members of the Higher Indian Judiciary, obtained at the High School level?
The Fourth Indian Response to the Terror ought to be Absolute Transparency in Public Appointments, be it Higher Judiciary or the Governors or the Chairmen of the Public Service Commissions and other Discretionary Posts.
First time the element of accountability was introduced in the Indian System, after the Mumbai attack and the Home Minister of India, as well as the CM and Home Minister of Maharashtra had to go. It should be the Obligation of the head of the Government to make a policy framing in consonance with the element of accountability.
How? Let us for example ask the PM to declare regarding who will be held accountable if a new Terror Attack takes place? The Home Minister Chidambaram or EAM Pranab Mukherjee?
The Accountability policy should be such that if the terror strikes again, then the CM of the State concerned should take responsibility or should be able to name that person, who should be held accountable. This will lead to proper decision-taking. Formulation of such an Accountability Policy ought to be the Fifth Indian Response to Terror.
Hon’ble the Supreme Court of India has made a pronouncement of Public Interest [in matters of Police Reforms] in the case of Prakash Singh [Writ Petition Civil No. 310/1996, Order dated 22/09/06] whereby 4 seniormost Police Officers + the incumbent to the office of the DG Police of the State will form the Police Establishment Board. This Board will take decisions regarding all transfers and postings upto the DySP level and make binding recommendations about transfers/posting of IPS officers. This may lead to growth of Professionalism in the Police Force.
Complete and Total Adherence to this Declared Public Interest ought to be the Sixth Indian Response to Terror.
Unless this is done, we will not be strengthening our Nation and our response would only be knee-jerk kind, and would not make much impact on terror.
Let us make the Mumbai Terror Attack the Turning Point for our Nation! Lets strengthen our Nation. Only then we can make real impact on terror!

What India needs is total unity to counter the threat of terrorism. Every individual needs to be alert every moment at every place and what is most important is that one should be helpful to one's fellow-beings. In every locality, we should have a cluster of 15/20 people who should meet often at the week-ends to discuss/deliberate the area's situation. This should be on a regular basis. This group needs to have at least
a few youngsters. Whether it is bomb blasts or terrorist attacks, this group will have liasion with the local police to help each other. Policemen needs support and sympathy from us.
We have to fight for peace unitedly. India is one and let us show this to everybody. For God's sake, let us not fight amongst ourselves.

According to me first we should see the internal security of the country today if we are unable to protect the women of our country how can we protect the nation from terrorists and if are unable to controll the naxals how can we protect the country. terrorists attack is mainly due lack of sufficient security in the cities and now a days evary city is a victim of the terrorism according to me there must be a special agency for these kind of attacks but we still have to increse the police and there standards and give them sufficient trainig against these attacks and its the duty of every one of us to respond these kind of attacks MERA BHARATH MAHAN

A friend forwarded me this..."Last week Maj Gen Joshi called on me. He was an esteemed instructor during our Degree Course days, and EME officers would remember him as one of our finest engineers. He was commissioned in Jun 1960 and was in the Eastern sector during the 1962 debacle. He has analyzed the event very systematically, and reveals the following :
* Pt Nehru, the architect of modern India suffered a severe stroke of depression from which he never quite recovered. He died in May 1964 at the comparatively young age of 73.
* VK Krishna Menon was removed from the post of Raksha Mantri for his incorrect assessment of the situation.
* Gen Thapar, the COAS was sacked. The careers of Lt Gen Kaul and scores of other military officers took a "U" turn.
* A few thousand soldiers died; many more were wounded and some were taken prisoners.
* The psyche of the country received a severe blow. It was considered a 'National Shame'
The question he asked me was, "Who was the Defence Secretary? And what was the punishment meted out to him?"
I have asked several friends and also surfed the Internet but I am unable to find an answer. In all probability nothing was done to him, because he had no role in this!
Gen Joshi then took this discussion a step further. He observed that during the recent attack on Mumbai, dozens of soldiers and policemen have been killed. The whole nation is shaken. Mr Shivraj Patil has lost his prestigious job.
The CM of Maharashtra has been axed and several heads in the government are likely to roll. Can some one tell us as to what action has been taken against the Union Home Secretary or the Chief Secretary of Maharashtra? (Thomas tells me that they will all be "promoted" soon though he does not know why).
Having spent many years in and around the South Block, I marvel at the way our government has been structured. The Civil Servants rule the roost. In terms of promotions and status they are ahead of every one else by miles. They are central in the Pay Commission and the Cabinet Secretary is involved in every major decision making process. Yet, when things go wrong, they wash their hands off so clean that one wonders how!
A slightly closer examination reveals the secret. I have figured it out this way:

They never do anything themselves. They always find some one else to be the head, and they know how to reduce him to be a 'figure head'. (In the Pay Commissions, they have a retired Judge). However they place themselves in a spot which has the maximum opportunity to influence matters.
*
After the event, they never face the Press or the Media. Their role is amorphous.
The senior amongst them rarely sign a letter or order. Our pension letter is signed by a Director, who is not directly recruited IAS officer. Only rarely do you find a paper signed by a Joint Secretary. Officers above that level do not sign any document.
*
They have a strong association. It protects the interests of its members dutifully and diligently.
So we have our Defence headquarters in which the postings, promotions, rewards and punishments of all senior officers are controlled by the civil servants; and they also have the final say in the process of procurement of weapons and eqpt, but they are not "responsible" if things go wrong! It is authority without responsibility. (For those who may not know, a lowly officer in the MoD can have a Deputy Chief posted out, but a Service Chief can not get even a Desk Officer moved)
When Gen Joshi left, I found myself perplexed. What sort of system have we evolved? And how has it survived all these years? It is a bit like a unit in which the clerks are running the unit and the CO is so dependent on the Head Clerk that he can not move without their help!
Can some one give a cogent answer to the questions raised by Gen Joshi?

We all know that Pakistan is a breeding place for terrorism, but who is supplying them with funds and ammunitions, it is countries like Saudi Arabia and China. We need to reign in these two countries first: Saudi Arabia being the place of origin for some of the most dreadful Muslim fundamentalists; China, a close ally of Pakistan, has always engaged in a proxy war with India. China is one country that tends to gain from the fallout in India, both economically and politically.
Pakistan is just a pawn in the hands of these external forces. Pakistan is one lawless country where one hand does not know what the other is doing. There are people in Pakistan who collect money from the rich Muslim countries like Saudi Arabia in the name of Islam and act like the guardian angles or custodians of Muslims around the world and follow the path of jehad to spread and protect Islam. Mr. Musharraf as the president of Pakistan had allowed terrorism to grow with the help of ISI, at the same he took millions of dollars from America to tackle terror. Pakistan has always acted like a victim of terrorism when all the while they had done very little to eliminate terrorism from their country. Is the present government also following the same foot steps? Where they allow terrorists to use their land and in turn blackmail the rest of the world to pay up to fight the very terrorists they have been nurturing. Which leaves us with one question """Is Pakistan commercializing terrorism???"""

See I will try to make one point that is we should look at the root cause of hatred that these terrorists or whatever u call them have against countries like India,
1. Its Kashmir, they see people of Kashmir are being killed, not given there rights, living under the fear of Indian military etc. so they prepare there men to fight against the country that is killing Muslims (its as per there notion).
2. The behavior of Indian govt. towards Indian Muslims be it in Gujarat riots or Mumbai or elsewhere, they think in Indian Hindu force are killing Muslims so they are fighting on there behalf
Now we need to address these issues so that they don't have any reason to kill people of India and themselves.....
