"I have also written letters to agriculture ministers of all states seeking their support to the proposals we put forth to the Centre. I have also requested all MPs from our state to press for including these provisions in the Seed Bill," Raghuveera added. Replying to a question, Raghuveera said it need not be presumed that Sharad Pawar was "pro-industry" and hence averse to changes in the proposed legislation. "We have already made our point to him but he said there are certain difficulties in incorporating some provisions in the Seed Bill. But there is no need to doubt Pawar's sincerity," the Agriculture Minister said. Andhra Pradesh Chief Minister K Rosaiah also previously wrote a letter to Prime Minister Manmohan Singh on the need for incorporation certain stringent provisions in the Seed Bill. "Certain provisions in the Seed Bill, such as giving powers to states in prescribing the composition of the Committee to decide the compensation payable when the seed is defective, require amendment. Some more clauses also need to be included or amended in the Seed Bill to make it more effective, meaningful and helpful to the farmers," Rosaiah said. The Chief Minister pointed out that Andhra Pradesh was a major supplier of seed, particularly paddy, maize, sorghum, pulses, oilseeds and cotton, to other states in the country. "I request you to take appropriate steps to effect the amendments proposed by the Government of Andhra Pradesh in the proposed Seed Bill. Eminent agriculture scientist M S Swaminathan also appreciated our stand in this regard," Rosaiah pointed out in the letter.
