Mumbai: Ram Pradhan Committee report on 26/11 Mumbai terror attacks has indicted Mumbai Police Commissioner Hassan Gafoor for failing as a leader of the force during the anti-terror operations.

Sources have told CNN-IBN that the Maharashtra government is all set to replace Gafoor. The contenders for the Commissioner's post are Pune Police Commissioner Satyapal Singh, State Intelligence Department chief D Shivanandhan and Additional Dirrector General (Law and Order) Sanjeev Dayal.

But top most on the government's agenda is finding a successor of slain Anti-Terrorism Squad (ATS) chief Hemant Karkare.

After Karkare's death former ATS chief KP Raghuvanshi was given the additional charge of heading the ATS.

Sources in the state Home Department say that there is certain hesitation amongst the IPS officers to take up the posting.

Recently the government had offered to post to three top IPS officials only to get a negative reply. Now the government is contemplating taking disciplinary action against the officials for refusing a posting.

But the state government also claims it is close to finalising a head for the state's anti-terrorism squad.

"There is no confusion. The charge is with Raghuvanshi and there have been talks about restructuring it (ATS). We have taken the decision and it will be intimated soon," says Maharashtra Home Minister Jayant Patil.

The only strong contender for the post now is Aurangabad Police Commissioner KL Bishnoi.

Meanwhile the head of Mumbai's elite Crime Branch Rakesh Maria will be given promotion and change of posting too.

Mumbai's Joint Commissioner (Law and Order) KL Prasad is also due for transfer all of which is likely to happen in the next couple of months.
