Mumbai: The Ram Pradhan report is a scathing indictment of Mumbai Police's handling of the 26/11 terror strikes with no one being spared including the then police commissioner, his team and not even the crack Anti-Terrorism Squad.
Seven months after 26/11, Maharashtra MLAs have been informed of the Mumbai Police's failures with the Ram Pradhan report pointing out that there were eight serious lapses and 16 systemic failures.
The first head rolled on Saturday when former Mumbai Police commissioner Hasan Gafoor was shunted out to the post of Director General of Police, Housing.
Gafoor has been blamed for failing to provide leadership, not following the standard operating procedure, parking himself at the Trident instead of visiting all locations where terrorists were being engaged and not returning to the police headquarters after site visits to supervise the operations along with this team of joint commissioners.
In Gafoor's absence Joint Commissioner Rakesh Maria held fort at the PCR directing the operations.
The Ram Pradhan Report also severely criticised the unpreparedness of Mumbai Police to deal with the scale of 26/11 terror strikes.
It said that the anti-terrorism squad did not follow the Standard Operating Procedure. The ATS received multiple orders from multiple command centres which created coordination problems and hampered operations.
The Quick Response Team did not react promptly and Mumbai Police even failed to arm its personnel engaging the terrorists with 270 AK 47s in its stock
Multiple police teams were heading to different attack sites without keep the senior police brass in the loop creating confusion and coordination problems.
Serious lack of coordination amongst top police officers resulted in an ineffective response to the terrorists.
All of the above led to many senior police officers converging at Cama Hospital.
The serious lapses and failures of the Mumbai Police listed by the Ram Pradhan Report eventually extracted a high price. Many police personnel made the ultimate sacrifice along with two top officers Hemant Karkare and Ashok Kamte.
But the findings of the Ram Pradhan Committee are just recommendations. The reports has recommended upgradation of weapons and the need for better coordination and policing the coast more effectively. Almost similar calls were made 16 years ago after the 1993 Mumbai bombings.
