New Delhi: Cheated and duped, the anger of students and parents over the years against fake universities and colleges often poured onto the streets. But not anymore.
In the first major initiative in the series of education reforms promised by the Government Human Resource Development Minister Kapil Sibal is proposing a law that will make an educational malpractice a crime, which would invite a whopping Rs 50 lakh penalty and up to 10 years imprisonment.
The law will be applicable in medical, engineering colleges and universities.
Kapil Sibal confirmed this on Thursday saying that he had already signed the Bill.
CNN-IBN has learnt that the proposed legislation will enlist 25 malpractices - like giving and taking of capitation fee, non-transparency in admission tests and incorrect information on infrastucture.
A single member tribunal, to be headed by a retired judge of a high court, will be set up for redressal of grievances in civil cases.
Also, criminal cases can be pursued in the court of metropolitan magistrates.
The bill has now been been sent to the Law Ministry. If cleared, it will have to be vetted by other concerned ministries like agriculture and health.
The Government wants to get the Cabinet clearance as early as possible to introduce the bill in the Winter Session of Parliament, so that the legal framework is in place before the next academic session begins.
