New Delhi: Prime minister Manmohan Singh is almost done with the most ambitious plan of this Government — the eleventh five-year plan for education which will be approved in full by the planning commission on Tuesday.
“Every district will have a college. We are soon to have 7 more IITs and 8 new IIMs.” From the ramparts of the Red Fort this Independence Day, Manmohan Singh gave enough indications of the revamp being planned in the education sector.
On Tuesday in a meeting of the full planning commission, Prime Minister will put his seal of approval on the Rs 2,77,000 crore education plan for the next five years.

The focus this time is on secondary and higher education apart form the expansion plans, reforms and revision in fee structure are two key areas, which the meeting would be discussing.
On the education reforms, its been proposed that semester system of assessment be introduced in place of annual examinations. Universities be asked to revise curricula once in three years, permit voluntary break in studies and introduce performance based funding and result based management in institutes of higher studies.
On review of the fee structure, it’s being proposed that total fees paid by the student should cover upto 20 per cent of the total cost. This figure is around 15 per cent in central institutes at the moment. Once the fee structure is revised it will be linked to urban Non- Mannual Consumer Price Index.
However on some of the reforms, the Government is willing to undertake wide ranging discussions in October. A meeting of vice-chancellors of various universities is likely to be held in Delhi to reach a consensus.
