New Delhi: Criticising Parliamentary Standing Committee report on the Lokpal Bill, Anna Hazare, who is back in Delhi to launch the third chapter of his agitation, reiterated his demands of inclusion of lower bureaucracy and merging the CBI with the Lokpal.

"If the Government does not do it by December 22, I will launch an agitation in the poll bound states," threatened Hazare.

"The Standing Committee has even crippled the CBI, and reduced the Lokpal to a post office," said Team Anna member Arvind Kejriwal.

Coming just a day after the Standing Committee report was tabled in Parliament and before the Cabinet meets to finalise the draft Bill, this move by Team Anna is clearly meant to pressurise the Government. They are even hitting the Congress where it hurts the most - targeting Rahul Gandhi.

This is the third time that Anna Hazare is in Delhi, but this time his agitation will be different. He has invited leaders of all political parties to participate in an open debate to state their stands. Expectedly, none from the UPA will participate.

The main Opposition party, BJP will be there along with the Left. The TDP, the BJD and the SP are also expected to be there at Jantar Mantar. Team Anna is banking on an united Opposition.

On its part, the Government, too, has called for a meeting of the Cabinet and allies on Tuesday and an all-party meet on Wednesday. The Congress Party said it's premature to debate now.

On April 5, Anna agitation culminated with the Government giving in to the demand of a Joint Drafting Committee, which failed to come up with a common draft. The August 16 Anna agitation forced the Government to adopt a 'sense of the House' in Parliament. Now the stage is set for the third round of the battle for the anti-graft law that could be a game changer.
