Giffords remained in critical condition after Saturday's mass shooting in Arizona, which left six people dead and 14 others wounded. But doctors said Giffords was responding to simple commands.
"We're very encouraged by that. We are still, still in critical condition. Brain swelling at any time can take a turn for the worse, but I am cautiously optimistic," said Dr Michael Lemole, Chief of Neurosurgery, University of Arizona.
Police will file formal charges against alleged gunman, 22-year-old Jared Lee Loughner, who they say targeted Representative Giffords.
"I do believe he'll be charged with the assault on the congresswoman. With the killing of judge Role and the assault on the other staffers," said FBI Director Robert S Mueller.
Police stressed no threat remains against public officials. "Given this tragedy, all logical precautions are in place to best ensure the safety of other public officials," said Mueller.
The community has set up a vigil outside the hospital paying tribute to the shooting victims, including 9-year-old Christina Green and a federal judge.
"Yesterday was a challenging day for Tucson, the state of Arizona and the Nation but we will get through this. I'm convinced of that as I saw the way people pulled together yesterday," said University Medical Center President Kevin Burns.
