Arjun Singh unveils plan to rein-in IIMs

New Delhi: HRD Minister Arjun Singh has stated that he wants the government to gain control over the prestigious IIMs.

After clinching victory in the quota debate, Singh could soon move to implement his pet project, viz. controlling the Indian Institutes of Management, held so highly in regard the world over.

A committee appointed by the minister to review the functioning of the IIMs has recommended setting up of a 15-member pan-IIM board with at least six government nominees to give guidelines for framing policy for the IIMs.

Earlier, the ministry had drafted a bill to regulate the function of the IIM's through an act of parliament but the same was shelved.

The government however persisted with the idea to constitute Bhargave Committee to review functioning of the IIMs.

The former Managing Director of Maruti Udyog, R C Bhargave, in his report has clearly stated that IIMs have been established by the Government with public funds and thus can not expect to be fully independent.

The proposed pan-IIM board will approve the Mission and Vision statement and review the performance of the IIMs every two years. It will also advise the government on all matters related to IIMs. The individual IIM boards however, have been given powers to determine fee for all courses

All along, all IIMs have been autonomous institutes with each one having an independent Board to govern and administer.

But with the proposed pan-governing board brought into function, the union will have more ways and means to influence the policy of the premier management institutes of the country.
