Now, Arjun for quota in pvt colleges

New Delhi: After the first episode it's now time for reservation part two. Human Resource Development Minister Arjun Singh has begun working on OBC quota in private or unaided colleges. But this time his approach is very democratic.

"It will depend on what the response is. Chief Ministers will also have to be consulted," Singh said.

Unlike last time the HRD ministry, preparing the bill for OBC quota in unaided institutions, plans to hold wide-ranging consultations before sending it to the Cabinet.

The last time the Ministry had prepared two bills — one for the aided institutions and the other one for the unaided institutions.

The first one was cleared by the Cabinet and introduced on the last day of the Monsoon Session of Parliament and the second one was sent back to the Ministry for further consultations.

But indications are that the Government would like to regulate the fee structure for reserved category students in these unaided colleges.

In private colleges, the Government will not have the onus to increase the number of seats, which it has to ensure in the aided institutions. So, the private institutions could be asked to implement quotas in one go.

But the Ministry this time wants to take everyone into confidence.

"Yes, but I can not commit on it right now. We will talk to everyone," Sigh said.

The cautious approach this time is being attributed to the fact that the Prime Minister’s Office was unhappy with the manner in which the HRD Ministry piloted the first bill on its own initiative thereby sparking off a countrywide debate.

So, nobody is taking any chances this time around.
