Guwahati: The attack on an adivasi rally seeking Scheduled Tribe status that turned violent last week shook the nation's conscience. A woman was brutally beaten up and one man killed. But all this could have been avoided. CNN-IBN has exclusive details of intelligence reports that cautioned the state government and police, urging them to:

>> Take adequate preventive measures to avert any untoward incident during the adivasi protests

>> The first intelligence alert was sent on November 15 from Special Branch (Zonal) to the Chief Minister, DGP, Chief Secretary, and Principal Secretary in the state Home Ministry

>> The second alert was sent on November 16

The alert that was sent a week before the procession was ignored by the government, something Chief Minister of Assam, Tarun Gogoi was not willing to admit, leaving it for Commissions and inquiries to find out.

“No, this is a normal report. We will definitely see where there are lapses. I myself will see where there are lapses. I myself admit there are police lapses. That's why officers have been transferred. I never deny lapses,” said Gogoi.

Far removed from the city, the gardens in Upper Assam remain tense anticipating more violence and no one can deny it is the administration's inefficiency that has led to the present state of fear.
