New Delhi: The CAG report tabled in Parlaiment on Friday had found massive irregularities in the bidding process as well as the execution of the projects. The report has also talked of how the authorities were short sited - not factoring legacy creation for the host city.
The renovation work at JLN Stadium was undertaken by the CPWD and it has been found by the CAG that an extra payment of around Rs 5 crore was made for work that was already covered in the contract.
The CAG report also brought up the poor quality of work in the JLN stadium. The evidence was there even before the Games started when a false ceiling collapsed just a month before.
Discrepancies have also been found in the tendering process for work in various stadiums. The CAG report clearly mentions that the bidding process for work in the IGI stadium was not transparent.
To re-affirm that point the CAG report questions that how is it possible that the agency that is hired at the Indira Gandhi Indoor Stadium is found ineligible for work in Major Dhyanchand Stadium
The up gradation and re-modelling of Major Dhyanchand Stadium where hockey matches were held was done at a total cost of around Rs 209 crore.
The entire project that was to be completed in 18 months took double the time. That too when additional payment was made to the contractor to finish work in limited time. Not only did the CPWD delay the project leading to escalation of costs but it also procured more equipments than required.
At SPM Swimming Stadium, as against the requirement of 18 racing lanes, CPWD procured 29 racing lanes that led to an overall loss of Rs 34 lakh to the government.
The CAG has come down heavily on different agencies responsible for the projects. The stadiums may have all looked world class, but justifying the obvious irregularities will definitely not be an easy task for those who were responsible.
