Can Centre heal Kashmir's wounds?

Srinagar: For the past 11 days, Kashmir valley has been on the boil over the alleged rape of two women in Shopian reportedly by the security forces.

Sensing the situation spiraling out of control, Home Minister P Chidambram took charge and flew to the Valley, advocating strict dos and don’ts for the Forces.

He asked for adherence to Standing Operating Procedures (SOP) and Code of Conduct for the uniformed forces and also called for reposing greater faith in the local police.

He also indicated a gradual transfer of power to the Jammu and Kashmir police forces from the CRPF.

In the insurgency prone region, the central paramilitary forces have often been blamed for human rights violation.

This time around, Chief Minister Omar Abdullah found himself on a sticky wicket. His allegedly casual remarks about the two victims have given the Opposition a stick to beat him with.

In fact, the PM was even contemplating sending a two member ministerial team from the centre to

“He was very open to all discussions and listened to us,” says Mehbooba Mufti of the PDP.

While these are being seen as baby steps, Centre is confident it will be a giant leap in winning the hearts and minds of people in Kashmir.
