A badly damaged mobile phone found at the site of the explosion has sparked off speculation among security agencies that it could have been used to trigger off the blast.
The instrument has been sent for forensic tests to determine its IMEI (International Mobile Equipment Identity) number, a unique number which can help investigators track down its users.
The Centre asked all state governments to increase vigilance and security measures after the blast at Khwaja Moinuddin Chishti's dargah in Ajmer, on Thursday night, which killed two devotees and injured over 20
Union Home Secretary Madhukar Gupta said that a directive to the effect had been issued, as the Hindu and Muslim festival seasons will begin with Eid-ul-Fitr this weekend.
According to former police commissioner Ved Marwah, there appear to be two motives, one ostensibly being to widen the Hindu-Muslim communal divide.
"But the other one is to radicalise Muslim youth in India," said Marwah.
"They (young Muslims) already have a very strong base in Pakistan and Bangladesh, and a large number of volunteer jehadis are coming from these two countries. Their effort is to see that they can have a recruitment drive in this country as well," he added.
Commenting on prior warnings about the attacks, Marwah said, "There is always a general alert before Eid, Dusshehra and Diwali and other such festivals."
"The fact remains that getting intelligence from these organisations is an extremely difficult task. Despite that, it is the job of intelligence agencies to penetrate these organisations for information," he said.
Marwah recommended that despite the difficulties in gathering intelligence, security agencies ought to keep extremist elements under constant surveillance.
Security agencies suspect the Ajmer blast had been triggered off by a cellphone as a similar method had been used to set off the explosion at Mecca Masjid, Hyderabad, in May this year, which killed 14 people.
