Click to play videoNew Delhi: The CNN-IBN-Hindustan Times Citizens Against Terror charter has been presented to Union Home Minister P Chidambaram.
The charter was presented on Friday exactly a month after the 26/11 Mumbai terror attacks and consisted of the top 10 ideas to fight the war against terror, which were drawn up from the thousands of suggestions that poured in.
An independent panel including former Indian Police Service officer Kiran Bedi, anti-terror expert Major General Afsir Karim and former Jammu University vice-chancellor Amitabh Mattoo picked the 10 ideas.
These include suggestions like a better crisis management and training citizens' groups to fight terror. After receiving that charter Chidambaran said the Union Government is already working on a new system to deal with terror.
"I am trying to work out a system by which such information can be sent to the authorities without too much of interface or interruption. But I think working together, heightened vigilance, sharing information and abiding by the law, it is possible to raise our preparedness to fight terror," assured Chidambaram.
Chidambaram also said that a police services board needs to be set up to ensure transparency.
"Eventually it is the state governments who would have to set up their own systems. First thing they should do is set up a police services board which will deal with matters like transfers and promotions and punishment without any executive interference," said Chidambaram.
Chidambaram also highlighted the accountability of state government and added that public opinion should be directed properly to ensure that they deliver results.
"Citizens can help in many ways. The first way to help is to abide by laws. We must become a law abiding society. If the laws are bad, we can change the laws. But we must abide by the laws. Citizens can also help in maintaining a heightened state of vigilance. Internal vigilance is the price of liberty and every citizen must be vigilant. And finally citizens can share intelligence," he said.
