CISF top guns at BHEL rob jawan

New Delhi: Y H Lokapur is a CISF constable at the Bharat Heavy Electricals Limited (BHEL) facility in Hyderabad and is currently fighting a losing battle for justice.

His colleagues forged his signature, stole his ATM card and hacked into his bank account, robbing him of Rs 30,00 which amounts his salary for six months.

“My name is Y H Lokapur but it’s written as H Y Lokapur. Even the signature is wrong. I have met the main commandant in this regard and asked him for the Rs 30,000 that I’ve lost,” he says.

However, the money never came and the police registered his FIR only after a court order. As a result, Lokapur was publicly chargesheeted by CISF authorities and humiliated for not signing a letter that states he had withdrawn his complaint. He was also asked to "quietly accept" an anonymous draft of Rs 30,000. But the jawaan did none of that.

CNN-IBN Special Investigation Team confronted CISF Assistant Commandant, SK Dubey and Inspector C Narayana, accused of stealing constable Lokapur's money.

“Please don’t show my face on camera. Delete it (sic),” said Dubey.

Reluctant to reveal their identities, Lokapur's colleagues conceded to official tyranny.

Whoever dares to side with Lokapur will be transferred to a place where even his meeting would become difficult. They have warned us,” said a colleague of Lokapur.

Lokapur's family, living in the BHEL campus, is now facing social boycott. His Commandant Wajeed Khan also issued a notice reminding his men to solve matters internally.

“There is no law written in CCS rules or anywhere else that a jawan is not prohibited from approaching court of law or any other mechanism of society,” said lawyer Rajkumar Thakur.

CISF officials refused to come on camera but sent an email listing out the redressal options available to its jawaans.

  • Periodical Sainik Sammelans
  • .

  • Through personal interviews up to the level of DG/CISF.

As Lokapur awaits justice, the question many are asking is how does CISF - instituted to guard the country's infrastructure - guard the property of its own jawans? For a humble jawaan, harassed by his superiors, is the court of law is the only recourse to justice?
