Citizen Journalist exposes mafia-govt nexus

Bhopal: I'm citizen journalist Hari Narayan Yadav, a farmer from village Parsukhedi, in district Shajapur of Madhya Pradesh. I'm fighting to expose the land mafia- bureaucrat nexus for the past two years when I first realized that my father's property had been fraudulently transferred in someone else's name.

In April 2008, my father got a nasty shock when, a neighboring landlord Bhanwar Lal Gayree claimed that six bighas of our land belonged to him.

What was worse, according to Bhanwar Lal, it was my father had sold the land to him. We had not entered into any such deal. To be doubly sure we went to the regitrar's office where land records of all land sold and bought is kept.

We realized then that my father had been duped. He had been deceitfully made to sign papers, which transferred the land to Bhanwar Lal Gayree.

Lal Singh, Hari's father said "I had bailed out his son two-three times. He came to me that he required my help. I told him I can't walk, he brought a motor cycle and took me. Around 7 or 8 pm in the evening, in front of an advocate they asked me to sign on a paper. I said bail would happen from court but they insisted that I should sign and that they would take care of everything. So I signed."

We now realise that those were not bail bond papers but instead blank papers that my father had signed on.

I went to the tehsildar to complain. I was told here that our land had been transferred in someone else's name but he refused to disclose the name of the new owner.

I had read about the use of RTI in the newspapers. Also I had heard about it on the radio. I decided to file an RTI to find out how and to whom my land had been sold.

I knew that land cannot be legally transferred merely by a signature. Three documents are required For any piece of land to be duly transferred to another person and registered, a map of the land, a khasra number which denotes the exact location of the land and a revenue ownership book I filed an RTI asking for a copy of the Khasra, the map of the land and copy of the registry, the three documents that are mandatory for transferring a land someone.

The RTI response I got was shocking, all these documents were missing. The registry showed Bhanwar lal was the owner but no other document was attached.

How did the registrars office accept papers without these documents? I realised this was part of a big fraud. I suspected that my land would not be the only case. So applied for information of all the registries done in the year 2007-2008. I was denied this information. After repeated appeals I finally approached the state Information commission

Fighting for my own six acres of land, I stumbled upon a racket much bigger and involving many government officials. Stamp papers were being reused and irrigated land was being sold off as non irrigated land. I decided to take these details to the SDM.

Ekta Jaiswal, SDM said, "Hari Naray Ji we have looked into your complaint. The allegations were correct. The matter has been referred to the EOW. Also we have proposed a high level committee to look into the whole scam as a lot of stamp papers were reused."

The SDM office has accepted that my findings are correct, they have promised to conduct inquiries, I hope that this racket is soon busted.

They are conducting their enquiry but now the land mafia has got active they have tried to bribe me and when I did not budge they even tried to threat me. But I'm determined to expose all those who have robbed my off my father's land.
