New Delhi: As the government gets ready to announce its position on climate change in Parliament on Thursday, Prime Minister Manmohan Singh's Special Envoy, Shyam Saran, spoke exclusively to CNN-IBN's Environment Editor Bahar Dutt and emphasised that none of the funds committed so far by the developed countries will come to India.
While Environment Minister Jairam Ramesh had made a statement in Beijing that India will submit to 25 per cent cuts in carbon intensity the Shyam Saran has said that there is still no decision on whether this will be tabled in Copenhagen.
CNN-IBN: Is it alright to be making commitments on domestic cuts?
Shyam Saran: I don't think there is any problem in terms of showing our energy intensity figures because those energy intensity figures are already available. So the issue really is whether or not at Copenhagen we will be putting these kinds of figures as estimated trajectory of our energy intensity, say to 2020, 2030 at the Copenhagen. That decision so far has not been taken but the figures in any case are already there.
CNN-IBN: There is also confusion on what the Environment Minister is saying and what is being said by the Prime Minister's Special Envoy.
Shyam Saran: No! I don’t think there is any reason to believe that I take a position which is different from Jairam Ramesh. Both of us are from the same government. Both of us have to work according to the same brief which has been put together and is approved by the Prime Minister of India. So where is the question of there being a difference on how we approach the issues?
CNN-IBN: Last thing. Financial transfer that is being promised, are you satisfied by that? The one which has been said by the developed countries?
Shyam Saran: Well No! I don’t think that we can be satisfied with what has so far been put on the table because you know the figures that are bring talked about for example $100 billion, much of it is market based flow, financial flows. These are not really financial transfers of public resources. It is CDM. So let us wait and see what happens?
