New Delhi: Courts have made clear guidelines on how the police should treat undertrials and prisoners, but the Haryana Police doesn’t seem to care.
The state police have kept a paralysed convict chained and handcuffed for almost two years now. The prisoner, Sahab Singh, is being treated at an Ambala hospital, but he can hardly move on his bed because he is shackled. Police say the chains prevent him from running away.
Sahab is an accused in a land dispute case that dates to 2001. An accident in 2006 left him a quadriplegic. But when a court issued a non-bailable warrant, police insisted on keeping him chained at this hospital.
“He can't move his legs or arms. He is restricted to his bed. But he is chained. I can't afford his bail,” says his father Sant Singh.
Police refuse to recognise Singh's disability. “We do everything according to court orders. The law is supreme,” says IG Ambala Range, KK Sandhu.
But Singh's lawyer said there were no directions from the court to chain the paralysed man. They say they will approach the court again after his case gets more attention.
