Countdown Vienna: Big day for N-deal at IAEA

Vienna: Members of the International Atomic Energy Agency or the IAEA's Board of Governors will be voting on the India-specific nuclear safeguard agreement in Vienna on Friday. If ratified, it could well mark a beginning of an era of new global positioning for India

“India's trust, its credibility, the fact that it has promised to create a state-of-the art facility, monitored by the IAEA, to begin a new export control regime in place, because it has not proliferated the nuclear technology,” says Ex-US envoy on nuclear deal, Nick Burns.

The mood within the Indian camp is upbeat as most of the major players in the international body are for the deal.

“I don't expect problems tomorrow. I am rather optimistic about tomorrow's meeting. This optimism is based on a lot of hard work done by India and the US,” says Russia's Ambassador to India, Vyacheslav Trubnikov.

But the opposition is not over, at home or abroad, and there's still a long way to go.

“Their decision will have to be ratified by the general council of the IAEA in September but perhaps more importantly for the practical application of the agreement, it's what happens at the Nuclear Suppliers Group which is the commercial undertaking behind the safeguards agreements,” says Director, Strategy and Research, WNA, Steve Kidd.

The results of the talks are expected late afternoon when IAEA director general Mohammad El Baradei, on behalf of the Board of Governors, will issue a formal statement. But should India sail through this hurdle, it’s almost a cinch that operationalisation of the nuclear deal will be on auto pilot.
