CWG scam: Delhi L-G, EMAAR MGF in denial mode

New Delhi: A day after CNN-IBN reported on the findings of the Shunglu Panel on scam in construction of games village, the round of denials and counter denials has begun.

In its second report, the VK Shunglu panel has squarely blamed the Delhi Lt Governor Tejinder Khanna and EMAAR MGF, the real estate developer, as the main culprits for the delays and corruption in the Commonwealth Games Village project.

Responding to CNN-IBN report, Tejinder Khanna, who is also the Ex officio chairman of DDA said, "All the CWG related work have been done in the most transparent manner, keeping the sole national interest in mind. The complete chronological day to day details have been maintained and the detailed report has been submitted to the PMO. The Shunglu Committee has submitted their report and we have also submitted our report to the PMO. It is now upon the PMO to decide."

The Shunglu panel has fixed the overall loss caused due to corruption in construction of games village at Rs 220 crore.

The real estate developer EMAAR MGF has been accused of selling 333 flats at higher prices, an overall hike from Rs 134 crore to Rs 222 crore.

EMAAR MGF is also accused of recieving Unauthorised payments of Rs 64 crores.

Other than Tejinder Khanna, blame for the delay and loss at the Games village has been fixed at Ashok Kumar, vice chairman, DDA; Nandlal, member finance; AK Bajaj, former member, engineering and M Ramachandran, former secretary, Urban Development, who played a key role in determining bail-out package for EMAAR MGF.

The Shunglu panel is now asking for strict action to be taken against all officials named and EMAAR MGF.

It's also asking for sweeping changes to be made to the governance structure of DDA, where the Lt Governor still acts as the ex-officio chairman.

Reacting to Shunglu report, EMAAR MGF said, "We wish to state that Emaar MGF has complied and strictly adhered to all laws and regulations made binding in the 'contractual agreement' to develop the Commonwealth Games Residential Village."

During the games, the blame for everything including the delays in construction of games village was being laid at the door step of Kalmadi. But two reports from Shunglu panel later, there is still no clarity on the exact role played by the face of the Commonwealth Games.
