Slamming Suresh Kalmadi, Former Urban Development Minister Jaipal Reddy and CWG OC CEO Jarnail Singh, the report observed that poor coordination between Kalmadi and the government-appointed officers aggravated the chaos.
The report also slams former Urban Development Minister S Jaipal Redddy for washing his hands off the entire mess around delays of construction of stadiums and CWG village.
The report also said that despite an overall approaval of Rs 14,000 crore by the Government, an excess expenditure of Rs 7,998 crore was incurred.
Even as Rs 3188.80 crore remained unused from the kitty of Rs 15425.49 crore, Suresh Kalmadi asked for further aid of 900 crore.
Also, the contract to event management agency Wizcraft was given without the approval of GoM.
Even the appointment of Sanjay Mohindroo, CWG Joint director-general and a QBR accused, also questioned.
The report also alleges that OC was being ruled by Kalmadi's coterie.
