CWG: Shunglu report embarrasses Delhi CM

New Delhi: The Shunglu Panel, investigating the scam surrounding CWG, has submitted its third report dealing with corruption in civic agencies.

For a long time it was Suresh Kalmadi, who was blamed as the fall guy, and now it's Shiela Dixit's turn to face the heat.

Dealing with the chaos that Delhi's civic infrastructure had become, the third report of the Shunglu Panel has slammed the Delhi government and its agencies for several delays in key projects.

The Panel has worked out a total loss of Rs 900 crore caused due to the delays in construction of bridges, flyovers, roads and all other civic infrastructure work.

Civic Agencies like PWD, MCD and NDMC have been slammed for wasting public money worth Rs 700 crore, only for giving Delhi a facelift.

While Rs 159 crore was wasted only for putting up street lights and signages, its tenders were found to have been manipulated by bidders in collusion with civic agencies.

The panel has also accused the Delhi government of not having a plan B and not realising the consequences of delays.

The delays on their own have been found deliberate to create a sense of panic and ultimately giving undue advantage to a few.

Shunglu panel has also asked for action against top Brass of MCD, DDA, PWD and Delhi government for all acts of omission and commission.

Against the Delhi CM herself, the panel is raising a seriuous question. It has questioned the need for Shiela Dixit to first take charge of all financial approvals for CWG related projects and then give approval to six projects under Rs 50 crore and wondered about the reasons for lack of decentralisation of power. At the same time, it has also praised her for her leadership skills.

While full credit should be given to the CM for her leadership that she provided, she will also have to bear the responsibility for the decisions taken including those related to city image improvement project, which cost the city dear, said the report.

But the one problem with the Shunglu panel report is that it has several conclusions based on estimates. There is a fear, therefore, of this report ending up as a tool for another battle between the Congress and the BJP.

"We will study the report in detail and then respond," said Shiela Dixit.

"Why isn't action being taken?" questioned BJP leader Kirti Azaad.

The debate on this report is bound to gain steam in the days ahead.
