Dutch national held in child pornography case in Chennai

Chennai: Chennai residents are in shock after a 56-year-old Dutch national William Heum was arrested by Chennai Cyber Crime Police for allegedly uploading child pornography on the Internet.
Investigations revealed that Heum was already facing charges of sexually abusing children of an orphanage he used to run near Mahabalipuram. He was first arrested in 2002 but was later let out on bail.
Heum had reportedly first come to India in 1991 but then he continued to stay in the country.
The police are now checking on how he managed to stay in the country for so long inspite of having a tourist visa.
The other questions raised in the case are –
How did Heum manage to get bail in a non-bailable offence like child sexual abuse?
Why wasn't Heum arrested for abstaining from court hearings?
Why did it take 10 years to process and reject Heum’s request for Indian citizenship?
Since Heum was arrested after a tip-off from the Interpol, he could be deported to Netherlands for trial. However, the immigration sources say he cannot be deported until all cases against him are either closed or the trial is over. But child rights activists are already demanding stringent action against Heum.
