A close aide of Jagan Reddy, Sunil Reddy, has already been arrested in the scam.
The CBI chargesheet says that investigations are still on to find out who was the end beneficiary of the money with Emaar-MGF.
The property developed by Emaar-MGF in Hyderabad was sold for an astronomical sum of Rs 50,000 per square yard.
The state government got only Rs 5000 per square yard.
