“Every citizen is a policeman without a uniform and every policeman is a citizen in uniform. The time has come for the two of them to work together. The citizens don’t want to go to the police because they feel they will have to go through interrogations,” says Resident Welfare Association (RWA) member Prakash Singh.
The key words in citizen's fight against terror are: Watch Out. The city’s RWAs are educating their members to be more vigilant.
Triloki Nath is president of a South Delhi Colony. Apart from general alertness, Triloki, a tenant himself, emphasises that the verification of tenants and servants should never be ignored.
“This is the primary responsibility of a landlord. It is important that they verify who is being given the place. Citizens too are responsible for the security of their surroundings. We are policemen without uniforms,” he says.
But despite growing awareness, one of the weakest links in the fight against terror is petty corruption. It allows perpetrators to acquire important identification documents such as ration cards, PAN Cards, birth certificates without proper verification.
“In certain towns and cities you can easily get fake ID cards. Because of corruption, people can acquire fake ID cards. In many cases, the agencies that issue these cards don’t even have the proper equipments to carry out verification,” former Punjab Director General of Police, K P S Gil,l says.
Perhaps the fight against terrorism begins with fight against corruption, and that is as much a responsibility of the citizens as it is for the law enforcement agencies.
