Hizbul terrorist arrested was allegedly returning from Pak

New Delhi/Srinagar: Liaqat Shah, arrested by the Delhi police on Friday, was allegedly planning terror attacks ahead of Holi in Delhi. The Delhi Police sources insist Liaqat was a senior terrorist named in a 2011 FIR for promoting terror from PoK and he had come to India to carry out recces for fidayeen attacks.

A Delhi Police spokesperson said, "He was given instructions to come to Delhi and recce areas for a fidayeen terror attack. He is commander of Hizbul was to recce the area for a terror strike in Delhi."

But counter claims soon emerged. Sources in the Jammu and Kashmir Police claimed Liaqat had crossed over to Pakistan occupied Kashmir in 1997 and was returning to India via Nepal to avail the state government's surrender and rehabilitation policy, when he was arrested.

There are some inconsistencies in the Delhi Police claims. The police claim Liaqat took part in a terror meeting in PoK in January to plan revenge attacks against Afzal Guru's execution. But Afzal was hanged only on February 9, 2013. The Hizbul Mujahideen is never known to have conducted fidayeen attacks and has even condemned it. So why would they carry out recces for one?

In Kupwara, Liyaqat's family says he is being framed. "We got a message from his wife that he was arrested. He is not involved in militancy. We told him to come to India on a visa. He has small children here, who are waiting for him," one of his family members said.

Sources said Liyaqat and his family reached the Indo-Nepal border on Wednesday and even informed the border post. They were on their way to Kashmir when he was arrested. The Union Home Ministry is yet to react on the incident.
