IBN 7-Outlook to honour India's best states

New Delhi: In country that is fast moving on the path of progress, there are some states which have done the country proud with their achievements.

To honour this spirit of enterprise and growth, CNN-IBN's sister channel IBN 7 in partnership with Outlook magazine will announce the IBN 7 Diamond States Awards.

The basis of recognition is the state's human development index and social growth.

So is Delhi truly the heart of India? Does Mumbai have the potential to become a Shanghai? Which states have good schools, colleges and hospitals? It's answer to questions like these that will present to you the best state in the country.

Managing Editor, IBN 7, Ashutosh explains the rationale behind the awards

"We have taken into account the aspirations of the people and their place in the state's administrative structure and how they take part in the states' programmes. If we don't do this then we will weaken our federal structure," says Ashutosh.

All 28 states will be judged individually, based on their work. Price Waterhouse Coopers will help by independently collecting information and collating statistics.

But what makes this award and the selection process unique is that the basis for this recognition is not GDP or FDI but social progress of the state.

Business Editor, Outlook, Sunit Arora reveals the criteria for judging.

"Education, healthcare, poverty alleviation, governance particularly where we are looking at a person's access to infrastructure in terms courts, administration and land records," says Arora.

The IBN 7 Diamond State Awards will be announced on September 22 in New Delhi.
