Carnival of fun and frolic has begun and the world seems to be dancing and making merry. In Panaji the festivities started with King Momo pronouncing his royal decree for all - 'eat, drink and enjoy'. As Brazilians got ready for their annual Carnival celebrations, the government urged them to practice safe sex and avoid drinking too much. The government also started handing out millions of free condoms at the weekend as part of its campaign to combat AIDS and other sexually transmitted diseases during Carnival.
