India to respond to 26/11 dossier today

New Delhi: India is expected to respond to Pakistani action on the Mumbai terror dossier on Tuesday.

Speaking to media persons after a high-level meeting, External Affairs Minister Pranab Mukherjee said, "So far the composite dialogue is concerned, it is paused, and we expect Pakistan to do more in respect of dismantling the terror infrastructure and also to bring the perpetrators of terror attacks to justice. The process is on. We have received their response, we are going to send our response today."

Pakistan Interior Adviser Rehman Malik had told a news conference in Islamabad on February 12 that Pakistan was holding in custody the ringleader and five other suspects in the conspiracy behind the Mumbai attacks that killed over 180 people.

Malik had said that six suspects were in custody and two were known but still at large, and the findings were being shared with India's High Commission in Islamabad.

Pakistan has sought "detailed transcripts of conversation amongst the terrorists" and “their handlers” during the Mumbai attacks, which were carried out between November 26 and 28 last year. It has also sought "logs of cell phone interceptions".

India had handed over the dossier to Pakistan in January that contained the confession of the gunman, satellite phone intercepts between the attackers and their handlers in Pakistan, along with a list of Pakistani-made weapons used by the terrorists in Mumbai attacks.

Kasab connection

Armed with evidence both from India and the US, Mumbai Police is finally ready to chargesheet the lone surviving terrorist from 26/11, Ajmal Kasab.

The police claimed they have incriminating evidence, which prosecutors hope will conclusively nail Pakistan's role in the 26/11 carnage.

The chargesheet likely to be filed on Tuesday or Wednesday is expected to name around 20 people including Kasab and his associates.

26/11 terrorists are likely to face charges under various sections of IPC. The chargesheet will include:

  • Ajmal Kasab's confession
  • Statements of over 110 witnesses
  • Prime witnesses include owners of hijacked fishing trawler, Skoda car used by terrorists
  • Police officials, forensic experts and journalists to be witnesses
  • CCTV recordings of attack sites
  • FBI also likely to be summoned as witness

The Pakistan connection

  • Records of phone calls between terrorists and handlers in Pakistan
  • GPS data tracking journey of terrorists from Pakistan
  • Details of VoIP numbers
  • Pak made items recovered from terrorists including arms

Forensic evidence

  • DNA samples of Kasab and associates
  • Analysis of debris from blast sites

The culprits

  • Ajaml Kasab
  • Local LeT operatives Fahim Ansari and Sabauddin Ahmed
  • Nine terrorists killed in the attacks
  • Seven Pakistani nationals including Zaki ur Rehman Lakhvi and Abu Hamza

With the chargesheet filed, the Mumbai Police will have to face the real test of proving Pakistani connection during the trial, which will be scrutinised not just by the Indian and Pakistani media, but agencies world over.
