New Delhi: Speaking exclusively to CNN-IBN on Devil's Advocate, National Security Advisor MK Narayanan has said that under the 123 agreement, India will have the right to reprocess spent fuel.
A newspaper report says that the 123 agreement gives India prior consent to reprocess spent fuel, although the specific arrangement will need to be worked out mutually without the time period of 18 months. If within that finite time period, the 2 sides cant agree, then does prior consent mean India can go ahead & reproces anyway.
MK:It's not that they are any conditions to it, it's a prior consent, it's upfront, advanced consenr ... what we have offered the Americans is to supply the fuel which we are getting from other countries. We are willing to put it in a dedicated national facility so as to remove any comcerns that they may have about the fuel going anywhere other than what they wished to...
Karan: And that was an important assurance...
MK: And yes, that was an imp assurance & I believe that it certified some of their concerns. And I dont think we have any problems, it satidsfies both the parties.
Karan: And on that basis, it';s a prior consent...
MK: ON that basis, I presume that it was one of a major factor
