New Delhi; First it was the Home Minister and now it’s President APJ Abdul Kalam himself who is sounding a note of caution on the internal security situation in the country.
"In order to counter terrorism, the police force will have to create a new cadre, who are trained in low intensity warfare and equipped in the state of the art technologies," Kalam said at a conference on international crime in Delhi.
President Kalam has also expressed his concern regarding the loopholes in the criminal justice system and suggested ways to plug them.
The President spoke at length about the need for providing protection to witnesses and judges involved in sensitive cases. At a time when the Jessica Lall case has been making the headlines for these very reasons, his statements might well trigger off a new debate.
"Legal reforms like witness protection, concealing identity of the witness, compounding of offences and suitable protection to judges are worthwhile solutions and should go a long way in reducing the stress on the criminal justice system,” Kalam said.
But it’s not just the criminal justice system. The President has also underlined the urgent need to reform the judicial system as a whole. And the Judges’ Enquiry Bill to ensure accountability and transparency in the judiciary could well be the first step in that direction.
