Vidya Shankar Aiyar: What’s the big headline (after the talks)?
Riaz Muhmmad Khan: The big headline should be that the composite dialogue has resumed in pursuance of the decision taken by (Pakistan) President Musharraf and Indian Prime Minister Manmohan Singh in Havana. We were able to view progress on all the issues, which are an integral part of this composite dialogue. The issues include Jammu and Kashmir, security, terrorism, Siachen and of course the bilateral relations between India and Pakistan.
Vidya Shankar Aiyar: What could be the possible solution in the Siachen issue? What is it that Pakistan is willing to offer?
Riaz Muhmmad Khan: These are basically ideas that if the glaciers and the mountains could be transformed into a peace zone, but I’m not really pre-judging with this nomenclature ought to be.
Vidya Shankar Aiyar: Has India offered anything on the Mumbai blasts specifically?
Riaz Muhmmad Khan: This time, my only purpose of being here was to review the meeting. We also decided about the peace mechanism. Nothing apart from this could be commented upon.
Vidya Shankar Aiyar: Is the level of additional secretaries good enough or is that a demotion of this sort of exchange that the home ministries or the internal security on either side used to have?
Riaz Muhmmad Khan: What is important is effectiveness, and here advisably so we have additional secretaries from the foreign offices of the two sides involved because foreign offices are in the best position to coordinate. The Foreign Secretaries would be assisted by another two persons and it will depend on the particular case.
Vidya Shankar Aiyar: In how much time do you think India and Pakistan can get back talking on the other things, for example the evidences on 7/11?
Riaz Muhmmad Khan: This is basically a kind of standing arrangement and that is all that I can say.
Vidya Shankar Aiyar: Can we see the joint management of Kashmir happening?
Riaz Muhmmad Khan: On Kashmir, we exchanged ideas in detail. I say this in the spirit of Havana that we ought to build on convergences and narrow down divergences in addressing the Kashmir dispute. This is the best way to proceed and we hope that we would meet with success. I hope that we would be able to reach an out of the box solutions, a solution that would be acceptable to all parties with reference to Kashmir.
