Varkala Radhakrishnan and KS Manoj refused to deplane when Flight IC 465 from Delhi to Trivandrun developed a technical snag.
Other passengers were also held up because the alternate aircraft did not take off without the two VIPs.
They have sought an assurance from the government that a new aircraft will be put on this route.
The flight eventually took off without two ministers on board.
In November, a complaint was lodged against RJD MP Akhilesh Prasad for assaulting an airline staff who refused him permission to board a flight after he reported late.
