New Delhi: 2004 - a pornographic video clipping, involving two students of a Delhi School, which was circulated as MMS in cellphones across the county stirred a controversy on child sex but also perhaps exposed the reality of the changing Indian Society.
Shanta Sinha, National Commission for the Protection of Child Rights Chairperson said, "We have to look at ground realities and not shy away. We are talking about child jurisprudence. Why are certain sections are being sensationalised. If the govt thinks it's not on in society it must revise its views and look at realities."
In a contentious proposal the National Commission for the Protection of Child Rights in its draft for the Protection of Children from Sexual Offences bill has recommended any consensual non-penetrative sexual act is not an offence when engaged in between two children over 12 years of age, and the age difference between the two shouldn't be more than two years. It also said that any Consensual sexual act is not an offence when engaged between two persons over 14 years of age and the age gap between them shouldnt be more than three years.
But the government was quick to drop the proposal to lower the age of sex.
