Leh: It is exactly a year to the day, when a cloudburst in Leh resulted in flash floods taking in its wake 250 lives and leaving behind hundreds of others injured. One year after the horrific cloudburst in Leh, scenes from the tragedy still haunt Stanzin Topasis.
"My family was trapped inside the house when the floods swept us. I was lucky to pull my son back from the river, but two neighbours got washed away. My house had developed huge cracks," said Stanzin.
Trying to pick up the pieces and rebuilding his life wasn't easy. Stanzin says the government dole of Rs 12,000 for a completely damaged house and Rs 1,500 for a partially damaged one is just a cruel joke on the victims.
Many residents say the announcement of granting Rs 2 lakh per affected family is only on the paper and that they are yet to get second installment for the rebuilding purposes. Clearly all Leh residents are not satisfied.
"The cost of the construction material is so high that people have not been able to make homes. A single brick costs Rs 45 and a truck of sand Rs 4200," said Mehboob, a Leh resident.
People in the worst hit Choglamsar village are rebuilding what will be called the Solar colony. About 150 odd structures are in place, but many continue to live in pre-fabricated huts. The state government says 387 houses have been fully constructed and 277 are under construction, a claim the locals say is far off the mark.
