Manipur CM says no to plebiscite

Imphal: Manipur's United National Liberation Front (UNLF) has a proposal. "We want a plebiscite. So far, there is no official response from India," says Chairman of UNLF, Sanayaima.

But the Manipur Chief Minister is quick to dispose it. "Either the state government or the Government of India will look into things. A plebiscite is not possible," says Chief Minister of Manipur, Ikrom Ibobi Singh.

But plebiscite or no, it's UNLF's other demand - scrapping of the Armed Forces Special Powers Act (AFSPA) - that's striking a chord with Manipur's streets.

"For Manipur, it is very necessary that as per their demand, AFSPA should be withdrawn from this state," says a resident.

And it's this support that insurgent groups like the UNLF are planning to ride on to spark what they say will be a "mass uprising". But Chief Minister dismisses this as well.

"Not only UNLF, the other valley outfits are on the run now. It's extremely difficult to find shelter inside Manipur. The Army has done an excellent job," says the Chief Minister of Manipur.

"All the other hills are without militants, only a few places have to be flushed out. That is why they are trying to take shelter outside. They cannot come inside with arms," he adds.

Despite this confidence, the Act is far from being redundant for the adminstration because the Government relies on it to govern the state and Imphal still remains a fortress.

However, there is still some hope. The Government was forced to withdraw it from certain parts of Imphal city and a commission was employed to look into its feasibility.

But since the report submitted to the Home Ministry by the Justice Reddy Commission isn't in the public domain, the details of that report still remains a secret.
