PM says sorry, Govt admits security lapse

New Delhi: Parliament session on Thursday saw top Indian leaders acknowledge security lapses during the Mumbai terror attacks and vowed to stand united in dealing with the menace.

Prime Minister Manmohan Singh apologised to the country for the terror attack and Union Home Minister P Chidambaram agreed saying intelligence and anti-terror strategies must improve.

"I would like to apologise to my people that these dastardly acts could not be prevented," Manmohan said in Lok Sabha on Thursday.

After apologising for the Ant-Sikh riots, Manmohan said sorry to the nation for the second time and also conceded that it was a systemic failure.

"I am conscious of the fact that our systems and procedures in dealing with terrorism needs a review," the Prime Minister said.

The Prime Minister's remarks came after a tough talking External Affairs Minister Pranab Mukherjee clarified that war on Pakistan is not an option for the Indian government, at least at the moment.

Mukherjee's message will give some breathing space to the international community.

"I am making it quite clear that it is no solution," Mukherjee replied when some members asked him why is the government not declaring war on Pakistan after it became clear that Mumbai attack was carried out Pakistan-trained terrorists.

Chidambaram set out to explain the anti-terror plan to secure the nation after terming the attacks as a failure to act speedily.

"The way we conduct government's business takes us down the road to a point where instead of making a decision we end up with indecision," admitted Chidambram.

Chidambram also promised 20 counter-insurgency units, regional National Security Guard hubs, a spruced intelligence setup and a lot to safeguard the nation.
