The encounter took place in South Mumbai's Oshiwara locality.
Anand had more than eight criminal cases against him. The Hemant Pujari gang is involved in numerous extortion cases.
In past few weeks, police have killed three gang members in Mumbai.
"Anand was declared dead on reaching the hospital. He had eight cases of extortion, robbery and charges under Arms Act," a police official said.
