There is speculation that the government wants to avoid trouble ahead of elections in the state.
It is noteworthy that the report exposes glaring lapses in the manner in which the Mumbai police handled the terror strike.
The tabling of the Ram Pradhan Committee report in the Maharashtra Assembly was suddenly postponed on Monday by the state government giving opposition parties Shiv Sena and BJP scope to allege that the government was avoiding the debate in the House on this controversial report.
Pradhan report is fast becoming a political hot potato that the government is finding too hard to handle.

Said, “The Chief Minister had assured us twice that he will table the report in the Assembly. But he has failed to keep his promise.”
CNN-IBN has learnt that several ministers in the Government of Maharashtra were opposed to accepting and tabling the report in its present format saying it is one-sided.
But the state's Home Minister Jayant Patil had an explanation for this. “There is consensus in the Cabinet over the issue. There are no differences within the Cabinet,” said Jayant Patil.
The report is to be now tabled on Tuesday after cabinet discussion, once again.
Some ministers have suggested that it should be accepted and tabled only partially.
Clearly the government is in a damage control mode ahead of the Assembly elections in Maharashtra.
